This Directorate also oversees regeneration initiatives, enterprise growth, capital projects, and design endeavors.

Team Overview

The 24 Hour London Programme, spearheaded by the Night Czar, is committed to enhancing the planning and support of all facets of the capital's life from 6pm to 6am. Our approach involves close collaboration with various partners, both within and beyond City Hall. We aim to deepen our understanding of London's nighttime dynamics through data and evidence, assisting boroughs in crafting effective nighttime strategies. Our support extends to nighttime businesses, fostering resilience and innovation through initiatives such as Night Time Enterprise Zones and Business Friendly Licensing. We also advocate for the rights and needs of the 1.3 million nighttime workers who are essential to the city's operations.

Role Responsibilities

The primary objective of this role is to lead the scoping, planning, and execution of specific policies and projects, which may evolve over time. Current initiatives include:

  • Leading the Borough and Stakeholder Engagement Programme
  • Managing the Nightlife Taskforce and Fund
  • Overseeing the Business Friendly Licensing Programme
  • Implementing the Women's Night Safety Charter

You will be responsible for engaging a diverse range of stakeholders from the nighttime industries, boroughs, law enforcement, and Transport for London, fostering dialogue and influencing policy changes that align with the Mayor's strategic objectives.

Daily Activities

Your daily tasks will include:

  • Initiating and leading effective external groups and networks, managing collaborative projects with partners.
  • Overseeing relationships with senior stakeholders and recruiting new organizations to align with the Mayor's goals.
  • Managing key stakeholder interactions with boroughs, the nighttime industry, law enforcement, TfL, MOPAC, and the Regeneration team.
  • Procurement and management of consultants to deliver components of the 24 Hour London Programme.
  • Developing and approving high-quality content with consultants for all stakeholders.
  • Designing and scheduling various programmes, including borough engagement initiatives and safety charters.
  • Implementing a communications strategy for the 24 Hour London Programme.
  • Providing written and oral briefings on the 24 Hour London initiatives for various stakeholders.
  • Responding to stakeholder inquiries regarding the 24 Hour London and cultural policy matters.
  • Staying informed about legislative and policy developments that may impact the 24 Hour London team.
  • Assisting management in addressing scrutiny from the Assembly regarding the team's work.
  • Promoting equality of opportunity and addressing the diverse needs of London's communities.
  • Managing allocated staff, resources, and external partnerships in accordance with organizational policies.
Qualifications

To be eligible for this position, candidates must possess:

  • A comprehensive understanding of the nighttime industries, particularly the music sector, along with relevant policy experience.
  • Proven ability to establish relationships with key stakeholders across the nighttime and music sectors.
  • A successful track record in developing and implementing strategic initiatives, especially within the nighttime domain.
  • Experience in delivering communications and campaigns that support policy and project objectives.
  • Knowledge of relevant policy and political issues, particularly those related to nighttime operations, high street regeneration, and cultural industries.
