Cost Management Specialist – Infrastructure

Location: Oxford

Role Overview:

As a Cost Management Specialist, you will collaborate closely with your supervisor to support the financial administration, reporting, and performance on a significant project or multiple smaller initiatives.

Key Responsibilities:

  • Contribute to fostering a safe working environment.
  • Draft Subcontract documentation, including negotiation of terms, pricing, and schedules.
  • Oversee subcontract work packages, including interim assessments of amounts due and subsequent change management.
  • Generate and issue all commercial notifications to both Clients and Subcontractors as required by the contract.
  • Manage changes promptly in accordance with the contract, including the preparation and submission of Compensation Event Quotations.
  • Prepare, submit, and finalize monthly applications to the Client as per the contract.
  • Coordinate with operational and engineering teams to ensure site records meet required standards.
  • Produce detailed monthly reports and Cost Value Reconciliations (CVR) as necessary for the business unit or project.
  • Develop and maintain a comprehensive 'Cost Plan', tracking and forecasting expenditures, including detailed schedules of Subcontractor liabilities and utilizing Oracle-based cost analyses.
  • Interpret and critically assess expenditure reports generated by internal cost systems.
  • Participate in weekly progress and risk mitigation meetings with clients and subcontractors.
  • Apply the principles of integrity in maximizing value and profit. Be available to assist estimating and bidding teams with contractual expertise.

Candidate Profile:

Competency Requirements:

  • Strong understanding of standard forms of contract.
  • Proficient IT skills, including Excel, Word, and Contractual and Cost Management Systems (CEMAR, Oracle).
  • Excellent stakeholder management and communication skills.
  • Solid understanding of construction processes.
  • Exceptional time and outcome management abilities.

Qualifications:

  • Professional qualifications such as MCIOB or MRICS, ideally Incorporated member, working towards full membership (Desirable).
  • Relevant degree and/or experience in a commercial environment.
  • Experience with large single or multiple smaller projects.
  • CSCS appropriate.
