STRATEGIC GROWTH PROJECTS ENGINEER
Role Overview
We are in search of a Strategic Growth Projects Engineer who is adaptable (with travel to various Terminal and Pipeline Network Locations) and will report directly to the Terminal Project Portfolio Manager. The ideal candidate will assess client needs for the storage of petroleum and chemical products and create prompt, cost-efficient, and compliant project proposals in response to Commercial Inquiries. This role involves coordinating contributions to project proposals from a diverse team, including Operations & Maintenance, Subject Matter Experts (Engineering, Integrity, IT & OT), HSSE, and Commercial personnel. You will develop scopes and financial estimates for long-term strategic growth and efficiency initiatives. Additionally, you will assist the Project Manager in the execution and delivery of Commercial CAPEX projects initiated through the Commercial Inquiries Process, overseeing and reporting on multiple projects and/or engineering tasks across various locations simultaneously. It is essential to ensure that all activities are completed on schedule, within budget, and in full compliance with company standards and relevant legislation.
Key Responsibilities
Commercial Development: Generate timely, cost-effective, and compliant project proposals in response to Commercial Inquiries, including the identification of potential hazards associated with the proposed products. Ensure that safety and environmental risks are evaluated at the proposal stage, implementing all necessary measures to prevent significant incidents and mitigate their impact on individuals and the environment. Confirm that new services comply with the limits established by the COMAH 'business envelope', hazardous substance consents, and environmental permits. Document and communicate any risks related to required permissions clearly.
Engineering and Project Management: Ensure the application of relevant engineering codes and standards and timely requests for authorization of deviations from Subject Matter Experts. Support the Management of Change process throughout the project lifecycle in accordance with company procedures. Assist the Project Manager in planning and managing the engineering project work schedule in alignment with company standards and applicable UK/European legislation, including ATEX, PLSG, API, EEMUA, etc.
Health, Safety, Security, and Environment (HSSE): Adhere to standards, procedures, and work instructions for Safety Critical Tasks to meet COMAH requirements. Ensure all activities comply with company policies, procedures, and systems. Take responsibility, regardless of position, for the health, safety, and security of yourself, colleagues, and clients in accordance with Exolum's business and HSEQ principles.
Financial Management: Maintain effective cost control and forecasting systems, utilizing existing guidelines on competitive tendering, contractor evaluation, contract conditions, purchase order commitment monitoring, and timely financial closure. Provide budget proposals for project expenditures and collaborate with Project Managers and Finance to deliver management information for monthly reporting.
Candidate Profile
The successful applicant will possess a degree in Mechanical Engineering, Electrical Engineering, or a related scientific discipline, HND, or a professional qualification. Experience in engineering medium to large CAPEX projects in hazardous environments, along with the specification of equipment for installation in Pressure Systems and Hazardous areas, is essential. A working knowledge of COMAH, MOC, and CDM regulations, as well as planning and executing asset maintenance outages, is required.
To excel in this role, you should have a solid understanding of current legislation: PSSR, LOLER, DSEAR (ATEX), PSSR, PUWER, COMAH, and CDM, along with familiarity with applicable codes and standards such as BS EN 14015 / API 570/650/653 and BS EN. You must be capable of coordinating cross-functional responses to client inquiries, possess problem-solving skills, and be outcome-oriented. A valid Driving License, project supervision experience, and report writing skills are also crucial.
Significant experience in the oil industry or a similarly regulated environment, particularly COMAH, and experience in managing aging assets are advantageous.
