Role Overview: The Construction Cost Analyst will play a pivotal role in the formulation of the construction execution strategy, which serves as a foundation for project cost estimation.
Key Responsibilities:
- Interpret and analyze Invitation to Tender (ITT) documentation.
- Engage in tender evaluations and capability assessments.
- Collaborate with senior management to establish or refine personnel rate cards.
- Conduct detailed quantity take-offs across various disciplines, including Electrical, Instrumentation, and Fire Detection.
- Coordinate with subcontractors and suppliers to create and disseminate Request for Quotation (RFQ) packages, ensuring clarity in scope, drawings, specifications, and necessary documentation.
- Develop comprehensive indirect cost estimates for both on-site and off-site activities.
- Review client inquiries meticulously, preparing detailed commercial and technical proposals for tenders of varying complexity.
- Oversee the preparation, formatting, editing, and delivery of proposals, ensuring compliance with company communication standards and client confidentiality.
- Maintain organized documentation to support estimate figures, facilitating effective collaboration across departments during the estimating phase.
- Demonstrate a commitment to continuous improvement and support project handovers.
- Manage the risk and opportunities register effectively.
- Prepare various types of estimates, including reimbursable, target cost, and lump sum.
- Compile multidiscipline estimates encompassing labor, equipment, piping, structural steelwork, electrical, instrumentation, and civil works.
- Assist in the preparation of technical content, including project execution methodologies and supporting documents.
- Exhibit strong organizational skills to meet tight deadlines while ensuring high-quality proposal preparation.
- Foster customer confidence and influence during the tendering process.
Performance Metrics: Success in this role will be measured by the achievement of Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) set by management, including client satisfaction, timely completion of tasks, quality of work, and adherence to established processes and policies.
Commercial and Risk Management:
- Proactively inform management of potential risks.
- Demonstrate a clear understanding of the commercial landscape and budgetary constraints.
- Adhere to health, safety, environment, and quality standards.
- Maintain compliance with relevant procedures and policies to ensure quality outputs.
