Job Summary
We are seeking a highly skilled and experienced Cost Management Specialist to join our team. The successful candidate will be responsible for managing commissions, ensuring that client objectives are met, and delivering high-quality cost management services.
Key Responsibilities
- Manage commissions of varying sizes, ensuring that client objectives are met and services are delivered to the right quality standards.
- Assist in feasibility studies and write procurement reports.
- Estimate and cost plan, including producing and presenting the final cost plan, utilizing relevant cost management tools and services.
- Tender and procure, including managing the pre-qualification stage, producing the tender list, producing the preliminaries, tender analysis, producing the tender report, and compiling the contractual documents.
- Conduct contract administration, including dealing effectively with post-contract cost variances and change control processes.
- Take personal responsibility for making cost checks and carrying out valuations on larger projects.
- Produce monthly post-contract cost reports and present them to the client.
- Negotiate and agree final accounts.
- Interface with clients, project managers, and other consultants at all project stages.
- Work collaboratively with the project management team during project delivery.
- Lead a cost management team, ensuring that they deliver on all accountabilities.
- Utilize our full suite of bespoke digital cost management tools and services.
- Implement our Embodied Carbon Calculator to produce carbon footprint reports.
- Support the execution of our NewLeaf strategy.
- Manage internal fees, internal job costing, and resourcing requirements.
Marketing and Business Development
- Identify opportunities to develop new business with existing clients and report such opportunities to the appropriate line manager.
- Develop and maintain a professional network of peers and potential clients.
- Assist in the production of bid documentation.
- Identify ways in which cost management procedures, templates, and products can be improved and refer ideas to the appropriate line manager.
- Be involved in extracurricular activities, including external groups, attending networking and CPD events.
Internal Management Accountabilities
- Knowledge management – Ensure that key information and learning generated from each commission is input into the Turner & Townsend internal database.
- Process improvement – Identify ways in which internal systems and processes can be improved and refer ideas to the appropriate line manager.
- Assist in the support, development, and mentorship of junior staff members.
Reporting
Depending on the context, a Cost Management Specialist is likely to report to a Senior Cost Manager or Associate Director.
Key Performance Indicators
- Commissions are managed to the right quality standards and are completed efficiently and on time.
- Service delivery on commissions is in line with the conditions of appointment.
- Good relationships are developed with clients and members of the cross-functional team.
- The candidate works as an effective member of the cost management team, including where appropriate, taking effective responsibility for Assistant Cost Managers.
- Opportunities are identified to develop new business with existing clients.
- Margins are kept track of on all commissions.
- Key information and data are effectively cascaded and appropriately retained.
