Position Overview

We are seeking a dedicated professional to lead the financial operations of the Trust's Treasury, Subsidiary, and Independent Sector accounting divisions. This role involves overseeing the development and maintenance of processes related to the Trust's Treasury functions, which encompass cash management and accounting for approximately £600 million in revenue, managing external financing, fulfilling HMRC obligations, and ensuring timely payments to vendors.

The ideal candidate will be a qualified accountant with strong technical, managerial, and communication abilities. Familiarity with NHS Finance is advantageous but not mandatory.

- Strategically and operationally oversee the Trust's cash flow management.

- Ensure that the Treasury, Subsidiary, and Independent Accounting functions maintain robust accounting systems that comply with statutory requirements, deliver timely information, and meet the needs of operational and clinical staff.

Communication and Collaboration

  • The role involves extensive interaction with various stakeholders, including:
  • Finance and procurement personnel at all levels.
  • Board members of the Trust and Subsidiary Companies.
  • HMRC and other regulatory bodies.
  • Clients in Adult Social Care and Court of Protection.
  • External suppliers and customers.
  • Legal representatives and financial advisors.
  • Senior clinicians and budget holders.
  • Court personnel.

Analytical Skills and Decision-Making

- Analyze and manipulate large, complex datasets, including those used for balance agreements and VAT accounting.

- Exercise judgment in determining the eligibility of services for VAT recovery.

- Provide regular reports to the Trust's Audit Committee regarding debt management performance and strategies to mitigate losses.

- Conduct audits of processes to ensure compliance with Adult Social Care and Court of Protection legal requirements.

Accountability and Leadership

- Ensure the Trust has effective accounting procedures for Treasury functions and Subsidiary company accounts that are resilient to disruptions.

- Influence the design, coordination, and execution of ad-hoc projects and routine reporting across the finance department.

- Prepare monthly management accounts and year-end forecasts for the Subsidiary Company, along with year-end financial statements.

- Draft initial budget proposals for the upcoming year for discussion and approval by the respective subsidiary company and LLP Boards.

Qualifications and Training

Essential

  • Fully Qualified (CCAB) Professional Accountant.
  • Significant post-qualification experience in finance, demonstrating continuous professional development and specialized skills.

Desirable

  • Educated to degree level or equivalent.
