Job Overview

Position: Technical Author

Employment Type: Full-Time Contract

Location: Remote/Hybrid

Key Responsibilities:


• Conduct a comprehensive review of UK legislation pertinent to Directed Energy Weapons (DEW), assessing its relevance to current DEW systems.


• Identify existing gaps within the current legislative framework.


• Develop a strategic action plan addressing potential Disapplications, Exemptions, and Derogations related to:


• The Control of Artificial Optical Radiation at Work Regulations 2010 (CAOR) or propose Acceptable Means of Compliance with CAOR.

Evaluation of Current Defence Regulations:


• Analyze the relevance of existing regulations (DSA 02.OME pt. 1, DSA 02.OME pt. 5) to DEW systems.

Reporting:


• Prepare a detailed report summarizing findings and presenting a proposed action plan that includes:


• Potential exemptions for DEW from specific Defence Regulations.


• Recommendations for amendments to Defence Regulations to facilitate the integration of DEW.


• Suggestions for Alternative Acceptable Means of Compliance (AAMC) to ensure adherence to relevant Defence Regulations.


• Proposals for new regulations or policies aimed at bridging the gaps between DEW legislation and regulation.

Guidance Provision:


• Offer recommendations for updates to Defence OME Safety Regulator (DOSR) Regulations and Guidance, focusing on:


• Identifying gaps in Defence regulations concerning DEW.


• Developing Acceptable Means of Compliance (AAMC) for DEW systems to ensure regulatory compliance.

Additional Deliverables:


• Review current UK legislation and its applicability to DEW.


• Assess current Defence regulations and their relevance to DEW.


• Propose regulatory enhancements to effectively encompass DEW.


• Draft Alternative Acceptable Means of Compliance (AAMC) for DEW where existing regulations are not applicable.


• Identify regulatory voids for DEW systems and propose necessary regulations and compliance measures.


• Suggest legislative changes regarding DEW to align with management practices for high-hazard conventional and strategic weapons.

Qualifications:


• Strong understanding of current Defence legislation related to ordnance, munitions, and explosives, particularly in relation to DEW.


• Proven ability to analyze and evaluate legislation and Defence regulations, identifying gaps and proposing solutions.


• Familiarity with existing Health & Safety regulations.


• Previous experience in regulatory assessment and the authorship of Safety Cases or reports.


• A background in STEM with technical knowledge of Directed Energy Weapons is preferred.


• Excellent stakeholder engagement skills and effective communication abilities in a technical context.
