Role Overview

The Infrastructure Delivery & Facilities Management team at Essex County Council (ECC) is tasked with overseeing, maintaining, and enhancing the council's extensive estate. This includes managing a diverse portfolio of approximately 350 properties, ranging from libraries to administrative buildings, and around 1,500 sites, including residential care facilities, waste management sites, parks, and educational institutions. The primary objective is to implement an efficient estate strategy that maximizes value while supporting service delivery.

Key Responsibilities

  • Delivering services and processes that create optimal working environments for employees and stakeholders.
  • Engaging in strategic planning and daily operations related to property management and energy efficiency.
  • Collaborating closely with Property Management to address freehold and leasehold premises and associated responsibilities.

  • Overseeing risk management, including Health and Safety and Business Continuity, while ensuring optimal benefits from delivery partner contracts.
  • Identifying opportunities for improved property and facilities utilization to enhance service efficiency.
  • Ensuring the implementation and regular review of facilities policies and procedures in response to legislative changes.
  • Assisting in the management of capital maintenance and facilities services for the estate.
  • Delivering planned lifecycle replacement programs and addressing unplanned maintenance issues within budget constraints.
  • Ensuring compliance with relevant legislation and governance standards.
  • Understanding and managing the demand for high-priority locations within the portfolio.
  • Defining individual and shared performance targets within the management framework.

Qualifications and Experience

  • Extensive experience in facilities management within a complex, multi-stakeholder environment.
  • Proven track record in contract management and partnership collaboration.
  • Ability to effectively engage with internal and external stakeholders to define requirements.
  • Demonstrated experience in project management within the property and facilities sector.
