Role Overview:
The successful candidate will provide essential support to the Deputy Head and Head of Procurement, ensuring effective collaboration with stakeholders and the delivery of services across the client's Procurement Collaborative Portfolio. The role involves developing and implementing strategies to monitor contracts, managing internal operations, and achieving savings targets while fostering professional relationships and driving continuous improvement in procurement services.

Key Responsibilities:
1. Ensure compliance with all relevant National and E.U legislation regarding procurement, NHS policies, and departmental procedures.
2. Provide senior management guidance to ensure adherence to procurement standards.
3. Identify and maximize cost-saving opportunities through collaborative procurement initiatives.
4. Lead the introduction of alternative products and sources, influencing user consultation groups.
5. Conduct market research to maintain knowledge of commodities and identify savings opportunities.
6. Oversee the tender process, ensuring compliance and thorough documentation.
7. Analyze and evaluate tender bids, presenting options for stakeholder consideration.
8. Maintain accurate records of procurement activities to ensure transparency.
9. Manage assigned medical projects effectively, adhering to timelines.

Strategic Involvement:
1. Assist in identifying procurement projects to build the annual work plan.
2. Contribute to the development of a 5-year Procurement and Logistics strategy.
3. Conduct negotiations for contracts, utilizing strategic methodologies.
4. Identify and manage key risk areas within procurement processes.
5. Engage in collaborative initiatives at various levels.

Project Management:
1. Lead a portfolio of medical and surgical projects.
2. Approach tasks with creativity and strategic alignment to departmental goals.
3. Challenge existing processes constructively to foster change.
4. Deliver projects within defined timelines and outcomes.
5. Develop structured project plans with clear objectives and communication strategies.

Essential Qualifications:
1. Experience in a Procurement team.
2. Strong background in Medical/Clinical procurement.
3. Proficiency in Procurement and Contract Management.
4. Familiarity with Microsoft Office or equivalent tools.
5. Experience in negotiating complex contracts.
6. Knowledge of contract management best practices.
7. Understanding of NHS operational issues.

Desirable Qualifications:
1. Experience in Public Sector or NHS procurement.
2. Familiarity with e-commerce platforms.
3. At least 2 years of staff management experience.
4. Knowledge of contract law and OJEU procurement processes.
