We are in search of skilled and driven individuals to become part of our newly established Financial Management Unit. This team will be tasked with executing strategic financial initiatives that support various projects across the region, including urban development, housing solutions, economic growth, and cultural programs. These initiatives are designed to improve the quality of life for our community members.

Role Overview

The primary objective is to ensure adherence to all pertinent statutory and regulatory standards while delivering and enhancing a variety of accounting, corporate finance, or finance-related functions within the organization.

Key Responsibilities

In this role, you will take a pivotal position in several key activities, which may include:

  • Preparation, compilation, and presentation of the annual financial plan.
  • Development, implementation, and assessment of financial control procedures and essential management reports.
  • Creation of the organization’s Financial Statements in compliance with statutory requirements and accounting standards, along with associated year-end financial processes.
  • Managing interactions with External Auditors regarding the audit of final accounts and other financial matters.
  • Overseeing treasury management, including banking operations, cash flow, investments, and borrowing strategies.
  • Handling VAT arrangements and related activities.
  • Assisting in the redesign and enhancement of financial systems, along with system administration tasks.
  • Ensuring financial controls and reconciliations across a broad spectrum of organizational activities.
  • Providing ad-hoc financial modeling and evaluations as necessary.

Additionally, you will offer support and guidance to stakeholders, including Members, Management Board, and Heads of Service on various financial matters as needed.

Your role will also involve delivering practical, business-oriented financial advice and accounting services to other staff and council members, ensuring compliance with financial regulations and relevant policies.

You will interpret and implement technical financial guidance from recognized bodies, remaining informed on financial and technical developments and sharing this knowledge with relevant parties.

Furthermore, you will assist the Finance department in evaluating and improving service performance.

Participation in meetings with other departments will be required to provide a comprehensive corporate finance service.

You may also represent the department on cross-functional working groups.

Qualifications and Skills

  • General education to A level standard or equivalent.
  • GCSE (A*-C) or equivalent in English Language and Mathematics.
  • Proficient in MS-Word and Outlook (a Level 2 IT qualification is advantageous, along with a solid understanding of IT systems) and advanced Excel skills.
  • Qualified CCAB Accountant (preferably CIPFA) or currently pursuing CCAB qualification (preferably CIPFA).
  • Familiarity with financial information systems (preferably AGRESSO) is a plus.
  • Understanding of Local Government finance, funding, and accounting at both local and national levels.
  • Experience in leading and supervising a team, providing clear direction to motivate and empower others.
  • Ability to build and maintain relationships and networks with contacts both within and outside the organization.
  • Strong planning and organizational skills based on deadlines and milestones.
