Job Title: Head of Fleet Technical Management

At Hong Lam Marine Pte Ltd, we are seeking a highly skilled and experienced professional to fill the role of Head of Fleet Technical Management. This position is responsible for overseeing the technical operations of our fleet, ensuring that all vessels are maintained to the highest standards and that our company's policies and regulations are adhered to.

Key Responsibilities:
  • Plan, control, and execute all activities related to maintenance, repairs, surveys, and certificate requirements for our fleet.
  • Update, implement, and monitor the Fleet Management system, including Planned Maintenance Programs (PMS-Eng).
  • Conduct ship inspections, including at least one port or sailing visit on board, and prepare associated reports.
  • Develop a dynamic work plan and action list with the Chief Engineer.
  • Ensure that our ships are maintained in accordance with our company's policy and receive regular reports on their progress.
  • Assist in selecting suitable Chief Engineers, Engineer Officers, and ratings for our vessels.
  • Verify the work and performance of the Chief Engineer, Engineer officers, and ratings.
  • Attend to oil majors' vetting requirements for our company and fleet.
  • Monitor fuel oil and lube oil testing results and take necessary corrective action promptly.
  • Ensure the timely supply and maintain a sufficient stock of engine room stores, spares, and other maintenance items on board at all times.
  • Ensure the calibration validity of MMC, gas detection equipment, and alcohol meters.
  • Ensure annual servicing of portable and fixed LSA & FFA, such as fire extinguishers, life rafts, SCBA sets, EEBD sets, lifeboats, and rescue boat davit annual test, EPIRB, and VDR annual performance test.
  • Help maintain our company's TMSA.
  • Stay up-to-date with new rules, regulations, and legislation applicable to our company and fleet.
  • Assist in planning, coordinating, and attending to new-build, delivery, and sale of our ships as required.
  • Participate in maritime organizations, committees, and working groups as required.
  • Develop, implement, and monitor the budget and cost control for our fleet, including docking and modifications.
  • Perform other ad hoc duties assigned by management.
Requirements:
  • Certificate of Competency (Engine) Class 1, Chief Engineer.
  • Degree or Diploma in Marine or Mechanical Engineering.
  • Experience as Chief Engineer on a Ro-Ro vessel with a crane.
  • Minimum two years' experience as Technical Superintendent looking after Ro-Ro with a crane.
  • Good communication skills in English.
  • Able and willing to travel overseas to visit or sail with our company vessels or other assigned vessels as required.
  • Singaporeans only.
