Position Overview

The Economic and Social Analysis Team plays a pivotal role in delivering high-quality service in social research and economic analysis to support the Health and Safety Executive (HSE) in safeguarding individuals and environments. Our team is dedicated to providing evidence-based recommendations that span the entire scope of HSE's responsibilities, producing insightful analysis utilized across various sectors including government, industry, and academia.

Economists within HSE are tasked with offering analytical support and insights on the formulation of strategies and policies aimed at addressing significant workplace injuries, occupational health issues, and major industrial incidents.

Key Areas of Focus:

  • Assessing the economic implications of health and safety regulation changes for workers, businesses, and society at large.
  • Evaluating the financial impacts associated with minimizing the risks of severe accidents in high-stakes environments such as power generation facilities and chemical processing plants.
  • Determining effective intervention strategies in response to health and safety breaches, including the design of behavioral nudges for optimal impact.
  • Analyzing the quality of life costs linked to workplace injuries and illnesses, and developing metrics for long-term health issues stemming from workplace exposures.
  • Identifying the incentives for compliance with health and safety regulations among businesses and employees.
  • Investigating how economic cycles influence health and safety outcomes.

To derive robust, evidence-based conclusions, we collaborate with a diverse group of analysts and specialists within HSE, including statisticians, social researchers, and policy advisors. Our team also engages with economists from other governmental departments to conduct cross-governmental research on health and life valuation, thereby enhancing the role of economics in governmental decision-making.

Flexible Working Arrangements:

This role offers part-time working options, allowing candidates to commit to a minimum number of hours per week.

Job Responsibilities:

  • Developing comprehensive regulatory impact assessments for legislative modifications to aid Ministerial decision-making and meet the evidence standards set by the Smarter Regulation Directorate.
  • Assisting Economic Advisors in enriching HSE's evidence base regarding the economic ramifications of health and safety risks, in partnership with other analysts and policy advisors.
  • Collaborating with various government departments and academic experts to enhance HSE's understanding of life and health valuation techniques, data analytics, and behavioral policy interventions.
  • Promoting career opportunities within HSE and the Government Economic Service (GES) through outreach to local university economics programs.

Candidate Profile:

Essential Skills and Qualifications:

  • Demonstrated analytical experience in cost-benefit analysis or impact assessment, showcasing the application of economic principles.
  • Proven ability to identify opportunities for promoting and utilizing economic insights to conduct relevant research.
  • Experience in working autonomously while aligning with team objectives, effectively managing competing priorities to meet deadlines.
  • Ability to engage in forward planning to identify and propose solutions to potential risks and challenges.

Educational Requirements:

Applicants must possess or be on track to obtain a first or upper second-class honors degree in Economics by the specified timeline. If pursuing a joint degree, at least 50% of the coursework must be in economics, or candidates must hold a Master's degree in economics. Coursework should encompass both microeconomics and macroeconomics.
