Role Description

The Traffic Regulation Support Specialist operates within the Office of the Traffic Commissioner (OTC).

The Traffic Commissioners (TC) are tasked with overseeing the licensing and regulation of operators of heavy and light goods vehicles engaged in international transport, as well as buses and coaches (public service vehicles) and their drivers. This includes the registration of local bus services, adjudicating appeals related to vehicle impounding due to lack of a valid operator's license, among other responsibilities.

This role is integral to a team that supports the independently appointed Traffic Commissioner (TC) in fulfilling their statutory obligations concerning the licensing and regulation of goods and public service vehicle operators, as well as vocational driving license holders.

Key duties include preparing cases for public inquiries and managing post-hearing documentation to ensure that the TC and all relevant stakeholders have access to necessary case materials.

The responsibilities will also encompass clerking public inquiry hearings, both at the designated Hearing Centre and occasionally at alternative venues.

Key Responsibilities:

  • Comply with the statutory guidance and directives from the Senior Traffic Commissioner and relevant Operating Instructions.
  • Prepare and dispatch complete and accurately formatted call-up letters and briefs in line with OTC procedures and service level agreements (SLA).
  • Act as clerk during public inquiry sessions.
  • Provide all relevant parties with an accurate record of the Traffic Commissioner’s decisions or written directives in accordance with SLA, executing all necessary actions as instructed.
  • Handle telephone and written inquiries positively, adhering to data protection legislation and statutory guidance.
  • Effectively manage personal responsibilities in alignment with Driver and Vehicle Standards Agency (DVSA) policies, ensuring daily tasks meet agreed objectives.
  • Collaborate with colleagues across various functions to enhance the performance and reputation of the OTC/DVSA.
  • Engage with internal and external departments to ensure customer needs are met and effectively communicated throughout the organization.

Candidate Profile:

To excel in this position, you will need:

  • Outstanding verbal and written communication skills, with the ability to draft complex submissions and correspondence within a legislative context.
  • Exceptional organizational and administrative skills, with a proven ability to prioritize tasks based on risk assessment.
  • The capability to analyze and summarize cases, preparing briefs and correspondence while referencing relevant legislation.

Additional Information:

This role can be based in various locations, with multiple positions available. The working arrangement will be discussed upon successful application, and a hybrid working model is in place, allowing flexibility in work location and hours.

Applicants should indicate their preferred locations during the application process. Candidates will be selected based on merit and may be offered positions in locations not initially preferred, based on operational needs.

Part-time work options are available, but candidates must commit to a minimum of 30 hours per week.

This position is offered on a Fixed Term Appointment (FTA) basis to complete a specific project.
