Purpose of the Role
To oversee a team of Freight Resource Planners, ensuring optimal resource allocation and timely issuance of rosters to guarantee that all Colas Rail Freight services are delivered safely, punctually, and within budget. Resources will be allocated in accordance with Colas Rail's terms and conditions, rostering guidelines, and customer requirements. To serve as the primary contact for the Freight Management Team regarding all resourcing issues. To take ownership of the rostering process from inception to execution, collaborating closely with freight delivery managers and under the guidance of the Freight Performance and Policy Manager. To continuously enhance systems and processes for improved efficiency.
Key Areas of Responsibility & Accountability
To lead, inspire, and develop the Freight Rostering Team. To provide expert guidance on all rostering matters. To cover for team members as necessary.
Safety
Efficiently manage the creation of traincrew diagrams and rosters in line with Colas Rail rostering guidelines and principles. Supervise the input of traincrew diagrams and rostered shifts into the Fatigue Management system. Maintain a comprehensive understanding of NR/L2/OHS/003 Fatigue Standard, considering fatigue factors when generating traincrew rosters. Adhere to company policies regarding Safety Tours and Safety Briefs professionally.
Quality
Ensure that the output from the rostering team meets the highest standards of quality and accuracy. Confirm that all diagrams comply with company policies, considering: o Impact on staff safety and fatigue, o Efficient staff utilization, o Effective use of accommodations, transportation, and external hires. Collaborate with delivery managers to address daily challenges, resource planning, and task allocation. Monitor adjustments to the plan as it evolves throughout the week. Coordinate with Business Managers, Planning Manager, and SCO possession planner for work acceptance.
Profitability
Strive for continuous improvement in roster efficiency. Collaborate with other departments to enhance the overall effectiveness of the train plan.
Person Specification and Experience
The ideal candidate will possess:
Extensive knowledge and experience in rostering and planning, preferably within a rail freight context. Proven experience in leading and developing a team. Background in managing an operational workforce with variable shift patterns. Strong interpersonal, negotiation, and communication skills. A proactive and pragmatic approach to challenges. Proficiency in Microsoft Office, particularly Excel; familiarity with diagramming tools is advantageous. Competence in using Network Rail Online Logistics (NROL) and Train Running Under System TOPS (TRUST). Exceptional attention to detail and a problem-solving mindset. Assertiveness and confidence in addressing issues. Knowledge of operational staff terms and conditions. Experience in making critical decisions in challenging scenarios to meet customer expectations safely and cost-effectively. Strong geographical knowledge of the UK railway infrastructure. Ability to present information clearly and concisely. Capability to communicate effectively with personnel at all levels. Understanding of rules and regulations relevant to Freight operations. A proven team player who can perform effectively in demanding circumstances. A valid UK driving license.
