Job Title: Building Surveyor

Venesky-Brown's client, a public sector organization in Newcastle, is seeking a skilled Building Surveyor for a 3-month contract. The successful candidate will work 37 hours per week on a hybrid basis, with a rate of £35-£40 (Umbrella) per hour.

Key Responsibilities:
  • Manage and supervise staff and budgets allocated to the Small Works and Repairs Section.
  • Formulate, implement, and update the Service Plan and contribute to the Corporate Plan, focusing on the maintenance of Council assets.
  • Carry out staff development appraisals and set performance measures for Section members.
  • Prepare estimates, budgets, and performance measures for the Section, including managing large budgets for repairs and improvements across the Council's building stock.
  • Ensure the efficient operation of the Council's policies, procedures, and regulations in respect of the Section.
  • Provide full small capital works and repair services for all premises within the Council's asset register.
  • Ensure appropriate inspections are carried out of Council-owned buildings for repair, reactive, and planned maintenance.
  • Manage small capital works and building repairs and alterations, including public buildings, shops, and industrial premises.
  • Oversee the maintenance/management of car parks, street/footpath lighting, and signage.
  • Manage the Statutory Inspections regime for the Council's properties, including preparing tenders, awarding contracts, and managing service contracts.
  • Liaise as necessary in the disconnection of services, sealing up, and demolition of properties.
  • Prepare and maintain schedules, specifications, and programs for painting and decoration of public buildings.
  • Prepare Cabinet reports and attend Committee and other meetings as required.
  • Identify areas of need for consultant appointment, prepare the brief, liaise as the Council's representative, oversee work, and agree and process payments.
  • Prepare basic design layouts and technical specifications for small works and repairs, seek tenders/quotations, and supervise the works.
  • Have a detailed understanding of relevant legislation to ensure compliance with all regulations.
  • Provide technical advice and assistance as required, including to the Trustees in respect of the Almshouse Trust.
  • Manage the preparation of the term maintenance contract for building maintenance, including supervision, operation, and financial aspects.
  • Be aware of and comply with current Health and Safety Regulations and the Borough Council's Health and Safety policy and procedures.
  • Be proactive in personal and professional development, updating knowledge and skills through the Council's Performance Appraisal Scheme.
  • Maintain awareness of risks and incorporate these into the formal risk management process.
  • Produce performance information in a reliable, timely, and accurate way, in accordance with the Council's Data Quality Policy.
  • Be aware of and adhere to the Council's Equal Opportunities Policy.
  • Undertake any other duties as may be reasonably allocated to the postholder, commensurate with the grading and responsibilities of the post.
Essential Skills:
  • Previous Council experience managing council assets and infrastructure projects.
  • Proven ability to manage and supervise staff, including performance appraisals, staff development, and setting performance measures.
  • Strong experience in overseeing and managing large budgets for building repairs and improvements.
  • Comprehensive knowledge of current building regulations, Health and Safety policies, and statutory requirements, with the ability to ensure full compliance.
  • Expertise in managing small capital works, building repairs, and alterations, including public buildings, shops, and industrial premises.
  • Familiarity with inspections and the management of maintenance contracts for properties and installations.
  • Ability to prepare basic design layouts, technical specifications, and manage tenders/quotations for repairs, refurbishments, and demolitions.
  • Familiarity with contract management, including tendering, supervising works, and ensuring project completion.
  • Strong awareness of risk management processes, data protection principles, and information security policies.
  • Excellent written and verbal communication skills, with experience preparing reports, attending committees, and liaising with external contractors and consultants.
  • Commitment to ongoing professional development and keeping updated on industry standards and regulations.
