Job Description

Role Overview

We are seeking a highly skilled Senior Data Analyst to join our team at the Ministry of Defence. As a Senior Data Analyst, you will play a critical role in supporting the delivery of an effective data management and governance practice across the Armed Forces and Veteran Services data estate.

Key Responsibilities

  • Manage and maintain the Armed Forces and Veteran Services Data Holdings Register, including data flows in and out of those holdings.
  • Manage and maintain the Data Criticality Matrix, undertaking data lifecycle activities for Armed Forces and Veteran Services business data.
  • Use the Continuity, Retention, Archive, and Disposal (CRAD) policy to understand lifecycle management across the Armed Forces and Veteran Services data holdings.
  • Manage receipt and/or creation of Armed Forces and Veteran Services data holdings' systems technical information and associated metadata documentation.
  • Maintain Data Team SharePoint sites, ensuring they remain current and information/documentation is readily available for use and protected from unauthorized access.
  • Review Change Requests to ensure impacts to Armed Forces and Veteran Services data holdings/flows have been identified and business requirements considered.
  • Act as primary reviewer of Data Team's multi-user mailbox, triaging messages, acknowledging receipt, and forwarding to the correct point of contact/team member to answer.
  • Line management responsibility for one Data Steward role.
  • Use Oracle Enterprise Metadata Manager (OEMM) to understand Armed Forces and Veteran Services data and support data stakeholders and consumers.
  • Support monitoring of data obligations in Service Delivery Contract (SDC) to ensure the Ministry of Defence receives value for money and benefits of the incumbent Business Partner.
  • Attend/participate in Armed Forces and Veteran Services data and technical meetings as required.

Requirements

  • Good understanding of data governance and data management principles as applied to business data, including different data types, data lifecycles, data quality, security, and GDPR requirements.
  • Understanding of relational databases and data flows, including design models, system technical documentation, and associated metadata and lineage.
  • Understanding and ability to apply data governance and management practices across data holdings and data flows.
  • Possess strong numerical and data analytics capabilities with proven expertise in investigating and tackling complex technical data issues following an analytical and systematic approach.
  • Good communication skills, including the ability to communicate effectively at all levels on topics of a technical and complex nature.
  • Proficient in the use of MS Office Products, such as Word, PowerPoint, and particularly MS Excel (advanced level). Ability to write SQL code (or willingness to learn).
  • Ability to thrive in a demanding environment and add value to the team by leveraging experience, knowledge, and applying sound judgment to the business demands.

Desirable Skills

  • Knowledge and understanding of military service and military HR.
  • Experience of Oracle Systems, particularly Oracle EBS, Oracle Analytics Server (OAS), Oracle Enterprise Data Quality (EDQ), and Oracle Enterprise Metadata Management (EOMM).

Working Arrangements

This role is advertised at 37 hours per week. Hybrid working is supported, but weekly attendance at the Gosport Office will be required at a minimum of 3 days per week.
