Our client, a prominent Multi-Utility Contractor, is seeking a seasoned Lead Quantity Surveyor with expertise in the Power, Water, Gas, and Telecoms sectors. The ideal candidate will have a strong background in JCT and NEC (Option A) contracts, along with proven experience in managing multi-million-pound projects from the tender phase through to completion in the civil reinstatement and utilities domain.
Role Overview:
The Lead Quantity Surveyor will be responsible for establishing, implementing, and overseeing both pre and post-contract commercial and procurement management systems across a diverse range of civil engineering and utility contracts.
Reporting directly to the Senior/Chief Quantity Surveyor, the individual will evaluate, negotiate, manage, and mitigate commercial and contractual risks associated with the contracts.
Key Responsibilities:
The successful candidate will manage the daily commercial and contract administration of assigned power projects and/or Framework contracts, which may vary from smaller contracts to high-value projects.
Responsibilities include:
- Overseeing subcontractor management, including rate negotiations, tender reconciliation, variation agreements, and application assessments.
- Preparing tender submissions, which involve cost analysis, terms review, and subcontractor evaluation.
- Administering contracts through monthly valuations, variation controls, payment arrangements, and claims preparation.
- Conducting cost reporting, including monthly analyses of cost versus value for monthly CVRs.
The Quantity Surveyor's role is crucial in managing cost efficiency from project inception to final accounting, ensuring that project costs are minimized while maximizing value for money, all while adhering to legal and quality standards.
Essential Duties:
- Participating in company and external meetings related to contract handover, progress reviews, and operations.
- Owning assigned contracts and ensuring compliance with the company’s Integrated Management System (IMS) and contract terms.
- Possessing a solid understanding of NEC Option A and JCT contract forms.
- Conducting site visits and progress review meetings as necessary.
- Providing commercial and contractual support to Project Managers and Site Agents.
- Promoting the company’s services while performing duties to foster new business opportunities.
- Engaging in proactive problem-solving.
- Maintaining current knowledge of technical, contractual, and commercial developments.
Required Skills:
- Demonstrated experience in civil engineering and utility contracts at a Quantity Surveyor level.
- Customer-focused and innovative, with a track record of maximizing contract benefits.
- Proven ability to exceed business targets and KPIs.
- Strong problem identification and resolution skills.
- Capability to lead and manage site-based commercial and reporting systems.
- Hands-on approach with a proven ability to manage individual projects.
- Detail-oriented with excellent organizational skills.
- Experience with NEC Option A and JCT contract forms.
- Adept at fostering collaboration between operational and commercial teams.
- Skilled negotiator and communicator.
- Proficient in IT, particularly with MS Office and cost control systems (e.g., Evision).
- Familiarity with standard industry contracts, including JCT, NEC, and bespoke agreements.
Qualifications:
- Degree in Quantity Surveying or equivalent (not mandatory).
- CSCS card.
- A minimum of eight years’ experience in a Quantity Surveyor role.
- Strong working knowledge of JCT and NEC (Option A) contracts.
Essential Criteria:
- Experience in civil and utilities projects with end-to-end ownership.
- Background in high-value projects, ideally reporting to a commercial manager or director.
- Ability to work independently with minimal supervision, ideally with 5-8 years of experience.
- Essential experience with NEC (Option A) or JCT contracts.
Any potential for hybrid working arrangements will be discussed during the interview process.
