As a pivotal figure in the Integrated Care System (ICS), the role of Clinical Lead for Information Governance is crucial for realizing the vision and objectives of the NWL Integrated Care System. We aim to assemble a team of primary care clinical leads that mirrors our diverse local communities, encompassing a wide array of care delivery expertise from general practice and primary care network teams, including GPs, nursing professionals, therapists, and allied health practitioners.

The NWL Primary Care Clinical Lead roles focusing on Information Governance, IT Systems, and Digital Innovation are integral to the Integrated Care System. These roles will collaborate closely with IT and Digital Teams, as well as the Strategic IT and Digital Clinical Lead, to identify innovative strategies for enhancing digital technologies for primary care providers, ultimately improving clinical outcomes for patients through enhanced access to digital solutions and the formulation of clear strategic digital plans.

The North West London Integrated Care Board (NWL ICB) is a statutory entity responsible for planning and distributing health and care resources to enhance the lives of individuals across eight boroughs in North West London. Role Responsibilities

The Clinical Lead will provide expert clinical leadership and guidance in Information Governance, overseeing and supporting the development of key elements of the Information Governance agenda to fulfill the NHS NW London Digital Strategy. The individual will chair the Primary Care Information Governance Committee and other relevant program and project groups as necessary.

Each NW London Primary Care Clinical Lead is tasked with:

  • Representing the primary care perspective
  • Strategically addressing service development needs
  • Providing system-wide clinical leadership focused on enhancing care quality and minimizing outcome variations
  • Supporting the development of clinical pathways aligned with clinical effectiveness
  • Driving the implementation of clinical pathways and improved outcomes in primary care across NW London
  • Addressing health disparities and reducing outcome variations
  • Monitoring population health to identify areas of greatest need and developing rapid improvement initiatives
  • Collaborating with local clinical leads to ensure effective communication and participation
  • Working closely with the NW London ICS program delivery manager
  • Presenting at relevant clinical advisory groups and forums
  • Providing clinical advice to support quality investigations and learning
  • Facilitating educational needs through webinars and resources
  • Co-chairing relevant clinical reference groups
  • Representing NW London at regional meetings as needed

In this role, you will provide clinical leadership to reduce health inequalities and enhance life expectancy, ensuring timely access to appropriate treatment and support for recovery and well-being. This is particularly vital in the context of increased demand and morbidity due to recent challenges.

Specific Responsibilities

Support the IT and Digital teams in delivering services and systems that meet Information Governance standards, engaging with local IT workstreams. Provide guidance on Information Governance legislation and standards where services interface with primary care providers. Chair the Primary Care IG Committee, ensuring adherence to IG standards.

Identify IG priorities for Primary Care and assist IT and Digital teams in achieving objectives for secure data sharing. Oversee and contribute to the development of ICS, ICB, and primary care IG policies and training requirements. Liaise with national bodies to align with IG standards and foster good practices in primary care.

Promote the NWL IG strategy for practices, PCNs, and Federations, and engage with the Primary Care Data Protection Officer to facilitate shared learning. Provide IG-related advice and support at PCN and Federation levels, encouraging awareness and discussions at PCN meetings.

Support borough-based IG training and education for PCNs and GP practices, addressing identified educational needs through relevant resources.

Functional Responsibilities

Support the primary care quality agenda, focusing on patient safety, clinical effectiveness, and patient experience. Collaborate with the Primary Care Quality Improvement team to implement the quality strategy and facilitate connections to enhance delivery.

Lead by example in managing serious incidents and share insights on quality improvement methodologies to ensure timely and appropriate care delivery.

Analytical Responsibilities

Identify risks to the program and ensure proper escalation processes are followed. Coordinate and lead relevant meetings, providing information and support as needed. Analyze and report on collected data to monitor processing and outcomes.

Communication and Engagement

Support co-production in developing key aspects of the workstream with service users and experts. Maintain effective communication with stakeholders at all levels, working collaboratively with service users, GP practices, and NHS providers.

Provide timely advice on functional and information matters, investigating variances from plans and contributing to solutions. Assist in developing internal and external communications as required.

General Responsibilities

Information Management
