Key Responsibilities:
- Procurement Strategy Development: Lead the development and execution of procurement strategies to support our client's objectives, ensuring optimal value for money and compliance with public contracts legislation.
- High-Value Procurement Projects: Manage high-value procurement projects (over £10m) from initial sourcing to contract mobilization, ensuring best value proposals and compliance with financial regulations.
- Tender Document Management: Oversee the drafting and management of tender documents and contractual agreements to ensure best value proposals and compliance with public procurement legislation.
- Stakeholder Collaboration: Collaborate with internal and external stakeholders to optimize service delivery and cost-efficiency, ensuring compliance with financial regulations and public procurement legislation.
- Procurement Compliance: Ensure compliance with financial regulations and public procurement legislation, including the management of procurement-led transformation programs and cost-reduction initiatives.
- Procurement Expertise: Provide expertise and guidance on procurement practices to non-specialists within the organization, ensuring best value proposals and compliance with public procurement legislation.
Essential Qualifications & Experience:
- Procurement Experience: Extensive procurement experience within a construction or facilities management environment, with a proven track record of managing tier 1 contracts.
- Procurement Qualifications: Member of the Chartered Institute of Purchasing and Supply (CIPS), qualified to level 4 or above.
- Procurement Skills: Strong analytical skills and experience using e-tendering systems, with a strong understanding of modern procurement techniques, value for money, and whole-life costing.
