Position Overview

The House of Lords is seeking a dedicated Corporate Accountant to enhance our Finance Department. In this role, you will provide essential support to the Finance Director, Head of Finance, Management Board, and Accounting Officer across various initiatives. Your responsibilities will encompass serving as the financial advisor on multiple projects, spearheading our Finance Systems enhancement initiative, and evaluating business proposals for significant projects.

This role offers a hybrid working arrangement, allowing for up to three days of remote work per week, depending on business requirements. We are looking for a fully qualified accountant with extensive experience in finance, technical accounting, and finance systems implementation, who can leverage this expertise to guide, challenge, and support stakeholders while ensuring fiscal responsibility.

Key Responsibilities

  • Leading and inspiring the Systems Finance Team.
  • Assisting the Finance Director and Accounting Officer with the Restoration and Renewal (R&R) Programme.
  • Collaborating with the R&R Client Team and senior finance personnel to assess the financial implications of the R&R programme for both Houses of Parliament.
  • Providing specialized financial knowledge regarding VAT in relation to infrastructure projects.
  • Identifying opportunities to enhance financial systems and processes within the House of Lords.
  • Partnering with finance teams from both Houses and the Parliamentary Digital Service to explore options for upgrading and replacing existing finance systems.
  • Offering guidance and technical support on the financial and accounting implications of procurement and contract management.
  • Collaborating with the Head of Finance Business Partnering to evaluate business cases and change control submissions.

Candidate Profile

Essential Qualifications

  • Fully qualified accountant (CCAB or equivalent).
  • Technical Expertise - Proven experience in financial management and accounting; proficient digital skills, including familiarity with accounting systems and process improvement.
  • Relationship Management - Ability to cultivate and sustain effective working relationships with internal and external stakeholders.
  • Analytical and Problem-Solving Skills - Strong analytical capabilities with experience in interpreting complex data; adept at identifying issues and proposing solutions.
  • Communication Skills - Excellent oral and written communication skills, with the ability to convey complex financial concepts to non-financial colleagues.
  • Attention to Detail - High level of accuracy and the ability to work efficiently under pressure to meet tight deadlines.

Desirable Attributes

  • Familiarity with the public sector financial framework, including VAT regulations.
  • Understanding of HM Treasury's 'five case model' and the 'Green Book'.
  • Experience in developing or upgrading financial systems.
