Permanent
This role requires you to be professionally qualified to Level 6 or equivalent in a relevant technical, specialised or operational field.

About the Role
We are excited to announce a significant opportunity within Bolton Council as we expand our Corporate Property team. The Council has implemented a new organisational structure aimed at optimizing service delivery across our asset portfolio for the long term. This team plays a crucial role in executing the Strategic Asset Management Plan (SAMP), managing approximately 1,700 assets throughout the borough, including notable civic buildings and Council-owned commercial properties. The Corporate Property service is integral to Bolton's ambitious regeneration initiatives and oversees a diverse range of capital projects typically valued around £50 million. Additionally, the service handles nearly 4,500 helpdesk inquiries annually related to facility usage and manages around 350 rent renewals each year, while also pursuing strategic asset disposals as outlined in SAMP.
The Policy and Partnerships Manager will report directly to the Assistant Director of this service. You will join a high-performing team dedicated to leading policy development, performance management, and business intelligence efforts. This role is vital in shaping the strategic direction of Corporate Property in alignment with the Council's objectives, ensuring standardized delivery across the board. The Council collaborates with various organizations and agencies, both locally and nationally, and you will be instrumental in nurturing strong partnerships, acting as a catalyst for initiatives such as the Strategic Estates Group. Furthermore, you will identify and leverage external funding opportunities to enhance Corporate Property's portfolio.
While your primary location will be in a prestigious office setting, there will be opportunities for remote work to support flexibility, along with occasional on-site engagements at various properties within the Council's estate.
Key Qualifications
To excel in this role, you will need:
- A comprehensive understanding of the national, regional, and local policy landscape affecting local government and the public sector, particularly in asset management and property.
- Exceptional relationship management and collaboration skills, both with external organizations and internal stakeholders.
- Strong communication and influencing abilities.
- A team-oriented mindset, resilience, and a commitment to achieving results.
