About the Role

We are seeking a highly skilled Senior Pavement Engineer to join our team at Connect Plus Services. As a key member of our infrastructure management team, you will play a critical role in developing and implementing asset management strategies to ensure the efficient and effective maintenance and renewal of our pavement assets.

Key Responsibilities
  • Asset Management Strategy Development: Develop, implement, and continuously improve an asset management strategy to deliver efficient and effective maintenance and renewal activities to the pavement, while considering the DBFO's asset management objectives.
  • Team Leadership: Manage and mentor junior staff members, providing guidance and support to ensure their continued development and growth within the team.
  • Network Planning and Management: Contribute to the development and maintenance of network plans using HAPMS and the Asset Management Systems, ensuring seamless integration and alignment with business objectives.
  • Integrated Asset Management: Provide a long-term integrated asset management and value-adding approach for pavements, assisting in the development and implementation of an integrated Asset Management System.
  • Pavement Management System Maintenance: Assist with the management and maintenance of the Highways England Pavement Management System (HAPMS), including network referencing, construction updates, and reporting for inclusion in the Asset Management Forward Plan.
  • Inventory Data Management: Collect and manage highway inventory asset data using HD video and upload into the Asset Management Systems, Agile Assets/CONFIRM databases.
  • Maintenance and Renewal Project Identification: Identify and scope maintenance, renewal, and improvement projects to overcome pavement issues, ensuring optimal resource allocation and efficient project delivery.
  • Technical Inspections and Surveys: Assist with the management of technical inspections and machine surveys, including planning of survey routes, assessment, and monitoring of programs, evaluation of completed surveys, and identification of missing or incomplete data.
  • Production of Asset Management Forward Plans: Provide input into the production of Asset Management Forward Plans (AMFP) for road traffic signs, continuously developing and improving the 5- and 30-year program to demonstrate the management of condition and meet handback requirements.
  • Unforeseen Events and Watchman Reports: Manage and react to unforeseen events, Watchman reports, and HAILS, including being available for placement on the 24-hour call-out register at a minimum of six days in six weeks.
  • Change Management and Innovation: Identify and embrace change, promoting innovations as the key to continuous improvement, and identifying potential improvement funding opportunities aligned with Highways England Value Management principles and Contract Change Impact.
  • Commercial and Financial Support: Work closely with commercial and financial business areas to provide technical support, helping the wider business understand the impact of third-party additional works and network improvement schemes on pavement assets.
  • Safety and Compliance: Promote the highest standards of safety in accordance with the Zero Harm commitment implemented by Connect Plus Services.
Accountabilities
  • Pavement Asset Management: Manage pavement assets, ensuring optimal performance and efficiency.
  • Team Support: Support engineers to the highest degree possible, providing guidance and mentorship.
  • Stakeholder Engagement: Engage with Highways England, DBFO Co, and key stakeholders internally, ensuring effective communication and collaboration.
  • Liaison with O&M Team: Liaise with the O&M team to assist on technical aspects of maintenance, including providing advice for emergency and temporary repairs to pavement assets.
  • Asset Management Forward Plans: Produce the AMFP for pavements and continuously develop and improve the 5- and 30-year program to demonstrate the management of condition and meet handback requirements within the DBFO Contract.
  • Inspections and Lifecycle Analysis: Undertake and manage inspections, lifecycle analysis, whole-life assessment, and asset strategy reviews.
  • Innovation and Improvement: Engage in the identification and implementation of innovation across the business.
  • Values and Culture: Act in a way that demonstrates the values of Connect Plus Services, contributing to the continuous improvement of the Health and Safety culture across the contract.

Requirements
  • Qualifications and Experience: Qualified to degree level or proven experience, progressing towards/membership of appropriate Professional Institute (e.g., ICE, CIHT, or equivalent).
  • Pavement Design Standards: Familiar with pavement design standards in accordance with the DMRB, MCHW.
  • Pavement Operations and Maintenance: General understanding of pavement operations, maintenance, and renewal, and RWSC.
  • MS Office Applications: Skilled in MS Office applications.
  • Asset Databases: General understanding and exposure to real-time asset databases, willingness to apply skills to new and evolving Asset Management Systems and Tools (Agile).

  • Highway-Related Areas: Knowledge of highway-related areas, including but not limited to, drainage and geotechnical.
