Job Overview

As a vital member of the Fraud Defence unit, you will contribute to the overarching efforts against fraud and corruption within the Ministry of Defence (MOD). This role encompasses supporting various initiatives aimed at enhancing the MOD's capabilities in countering fraudulent activities and corruption.

This position is structured for a commitment of 37 hours per week.

Role Responsibilities

We are seeking a seasoned fraud investigator with substantial experience in conducting and leading intricate investigations.

A permanent opportunity exists within the MOD Fraud Defence Team, operating primarily from London but extending across the UK to carry out thorough investigations into allegations of criminal activities, misconduct, or unethical practices involving MOD personnel, service members, or contractors.

The successful applicant will report directly to the Grade 7 Head of Investigations within the Fraud Defence Team.

The responsibilities of the successful candidate will include:

  • Managing and executing a designated caseload of investigations related to concerns raised through the MOD's Confidential Hotline, focusing on allegations of fraud, corruption, and unethical conduct;
  • Conducting investigations promptly, employing a range of investigative techniques in line with applicable legislation, codes of practice, and relevant MOD policies;
  • Identifying and pursuing all pertinent lines of inquiry, including the collection of relevant evidence and witness statements;
  • Engaging with MOD management and military officials to provide updates on ongoing investigations;
  • Collaborating closely with whistle-blowers and identifying key witnesses, subjects, and partners as necessary;
  • Conducting interviews and documenting evidence from suspects in accordance with PACE and departmental policies;
  • Identifying, securing, and preserving evidence in various formats to substantiate or refute allegations;
  • Producing and reviewing investigation reports and evidential materials to meet the required quality standards for use in the criminal justice system or internal disciplinary actions;
  • Maintaining databases and investigation materials in compliance with the appropriate standards;
  • Identifying lessons learned from investigations and disseminating best practices;

Candidate Profile

Applicants should be qualified investigators (e.g., PIP2, CIPFA, ACFS) or possess significant relevant experience in an investigative context.

It is highly desirable that candidates demonstrate:

  • Experience in conducting investigations related to fraud, corruption, or ethics, with a proven ability to prepare evidence to the required standards;
  • An understanding of general organizational finance, procurement, and commercial controls and processes;
  • Knowledge of legislation and codes of practice relevant to fraud, corruption, and ethics investigations;
  • The ability to work independently and collaboratively within a team;
  • Strong communication skills, both verbal and written, to effectively influence stakeholders;
  • Excellent report writing skills;
  • Effective time and resource management to achieve objectives;
  • Experience in leading investigations and ensuring successful outcomes through collaboration with others, including third parties;

Where operational needs permit, some roles may allow for a combination of office and remote working. This arrangement is non-contractual, with all office-based employees expected to spend a minimum of 60% of their working time in the office, subject to capacity and necessary workplace adjustments.

The position does not offer relocation expenses.

New external recruits to the MOD will undergo a six-month probation period.
