Role Description

The Traffic Commissioner Support Specialist operates within the Office of the Traffic Commissioner (OTC).

The Traffic Commissioners (TC) are tasked with overseeing the licensing and regulation of operators of heavy and light goods vehicles engaged in international transport, as well as buses and coaches (public service vehicles) and their drivers. They also manage the registration of local bus services, adjudicate appeals regarding the impounding of vehicles lacking valid operator licenses, and perform various other responsibilities.

This role is integral to a team that supports the independently appointed Traffic Commissioner (TC) in fulfilling their statutory obligations concerning the licensing and regulation of goods and public service vehicle operators, along with vocational driving license holders.

Key duties include preparing cases for public inquiries and managing post-hearing documentation to ensure that the TC and all relevant stakeholders have access to necessary case materials.

The position also entails clerking public inquiry hearings at the Hearing Centre and occasionally at other venues.

Key Responsibilities

  • Comply with the statutory guidance and directives from the Senior Traffic Commissioner and relevant Operating Instructions.
  • Prepare and dispatch comprehensive call-up letters and briefs in accordance with OTC protocols and service level agreements (SLA).
  • Act as clerk during public inquiry sessions.
  • Provide all involved parties with an accurate record of the Traffic Commissioner’s decisions or written directives in line with SLA, taking appropriate actions as instructed.
  • Handle telephone and written inquiries positively, considering data protection laws, delegated authority, and statutory guidance.
  • Execute responsibilities effectively in alignment with Driver and Vehicle Standards Agency (DVSA) policies, ensuring daily tasks meet established objectives.
  • Collaborate with colleagues across various functions to enhance the performance and reputation of the OTC/DVSA.
  • Engage with internal and external departments to ensure customer needs are met and communicated throughout the organization.

Candidate Profile

To thrive in this position, you should possess exceptional verbal and written communication skills, enabling you to draft complex submissions and correspondence within a legislative context.

  • Demonstrated organizational and administrative skills with a proven ability to prioritize based on risk assessment.
  • Capability to analyze and summarize cases, preparing briefs and correspondence while referencing relevant legislation.

Additional Information

This role can be performed from various locations, with a hybrid working model allowing flexibility in your work environment. A minimum of 60% of your time is expected to be spent at your designated base location.

While applications for part-time work are accepted, successful candidates must commit to a minimum of 30 hours per week.

This position is offered on a Fixed Term Appointment (FTA) basis to complete a specific project. Permanent Civil Servants may apply on a loan basis, pending approval from their home department.

Occasional travel and overnight stays may be required based on business needs.
