Job Summary

This role presents an opportunity to join the Cabinet Office as we establish a new Arms Length Body, the Infected Blood Compensation Authority (IBCA). As a Senior Internal Communication Officer, you will play a crucial part in building a team of Communications and Engagement professionals to support the infected and affected community in their quest for compensation.

The primary objective of this new organisation is to establish trust with its users. Effective, transparent, and open communications will be instrumental in achieving this goal.

Job Description

This role is responsible for delivering impactful internal communications that drive understanding of corporate priorities and support the development of IBCA's organisational culture.

You will shape and deliver the communication strategy and internal voice of the organisation through a programme of channels, products, and events designed to engage IBCA staff and the infected blood community.

This will involve developing and delivering proactive digital communications, internal events, and guidance to ensure transparency and build trust in the IBCA.

Key Responsibilities
  1. Support the establishment of an internal communications function.
  2. Deliver on the internal communications strategy, implementing internal communications channels, content plans, and monitoring.
  3. Draft and deliver clear, accurate, and effective content.
  4. Build and maintain strong relationships across the organisation.
  5. Provide strategic communications advice, counsel, and constructive challenge to senior managers and others as required on how communications can support IBCA objectives.
  6. Ensure proper use of insight and evaluation across all activity to inform future work and demonstrate effectiveness.
  7. Contribute to strategic plans, evaluation documents, reports, and other IBCA communications materials and briefings.
Person Specification

Essential Criteria

  1. Experience of developing and delivering clear, accurate, and effective internal communications plans and products.
  2. Excellent written skills with the ability to take complex policy information and explain it to non-expert audiences in a straightforward way.
  3. Leading delivery of corporate digital channels in a busy organisation with a mix of operational and corporate roles, including intranet functionality.
  4. Experience of working collaboratively across teams with colleagues at all levels.
  5. Experience of evaluating communications activity and feeding back insight.
  6. Ability to work in a fast-paced, demanding, and unpredictable environment with the ability to prioritise work, often under pressure.
  7. Strong interpersonal skills and the confidence to challenge decisions should it be necessary.

Additional Information:

A minimum of 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
