Job Description

Job Title: Finance Manager - Public Sector Expert

Job Summary:

We are seeking an experienced Finance Manager with a background in the public sector to join our team at Essex County Fire and Rescue Service. As a key member of our Finance team, you will be responsible for managing purchase and sales ledgers, cash and cash flow control, and ensuring compliance with financial procedures.

Key Responsibilities:

  • Daily Cash Management: Manage daily cash flow, including cash flow forecasting, investment of surplus cash, and transfers between operating bank accounts in accordance with bank facilities.
  • Accounts Payable and Accounts Receivable: Manage the Accounts Payable and Accounts Receivable teams, supporting the team with queries and actively improving KPIs.
  • Balance Sheet Reconciliations: Maintain all balance sheet reconciliations on a monthly basis, including the reconciliation of payroll journals to HR records.
  • Payment Runs: Manage and process weekly payment runs of supplier invoices to the value of up to £1m and above.
  • Finance Process Management: Manage and maintain the Finance Process sections of the financial procedures manual and ensure compliance, as well as the Processing Team's Day to day finance procedures.
  • Year End Financial Statements: Assist in the delivery of the year end financial statements, including preparation of audit deliverables and responding to audit queries.

Requirements:

  • Qualifications: Fully/part qualified accountant (ACA/ACCA/CIMA/CIPFA), studying towards full qualification.
  • Experience: Experience of sales ledger, purchase ledger, and managing a finance team.
  • Skills: Strong Excel skills, excellent communication skills, and the ability to work under pressure to tight deadlines.

Selection Process:

  • Stage 1: An informal interview with the Assistant Director of Finance talking through your relevant experience and the role.
  • Stage 2: Panel interview with Assistant Director of Finance and one other to be confirmed to include a 10 min presentation (details to be shared separately if successful at stage 2).
