About the Role

The Management Recruitment Group is seeking a seasoned professional to fill the position of Interim Head of Treasury and Investment for a local authority in London.

Key Accountabilities

  • Provide strategic leadership to the authority's treasury and investment team, driving excellence in financial management and decision-making.
  • Develop and implement an investment and acquisition strategy that aligns with the authority's financial goals and objectives.
  • Offer expert advice to the Council's treasury investment and debt portfolios, ensuring prudent financial management and risk mitigation.
  • Provide financial and treasury guidance to stakeholders, fostering a culture of transparency and accountability.
  • Ensure the delivery of treasury management operations in compliance with the CIPFA Code of Practice for Treasury Management in Local Authorities.
  • Lead the formulation and implementation of the Council's investment strategy, driving value for money and financial returns.
  • Oversee year-end processes, ensuring timely completion and compliance with statutory requirements.
  • Review and update the Council's treasury management policies and statutory requirements, ensuring alignment with best practices.

Candidate Requirements

  • Full membership of a professional finance and accounting body, such as ICAEW, ACCA, CIPFA, or ICAS.
  • Proven experience leading treasury and investment teams, preferably within local government or the wider public sector.
  • Expertise in treasury management practices and CIPFA recommended strategies, with a deep understanding of the Local Government Act 1972, Section 151.
  • Experience delivering investment strategies across large investment portfolios, driving financial returns and value for money.
  • Proven track record in a similar position, with a strong reputation for excellence in financial management and leadership.
