Job Summary

Financing net zero is a significant barrier to achieving climate ambitions. The government has collaborated with Innovate UK to design the Net Zero Living Programme, addressing non-technical barriers such as finance to net zero delivery.

This programme aims to develop financing options for various net zero solutions, testing their viability and replicability in a real-world setting. The outcome of this project is to establish an evidence-based model for a new net zero asset or equivalent, which can be applied to attract funding for net zero delivery.

Key Responsibilities
  1. Develop a deeper understanding of the complex challenges associated with financing place-based net zero delivery for urban and rural communities.
  2. Lead the development and testing of portfolios of net zero projects to build an evidence base for place/neighbourhood-based investment in net zero.
  3. Test and iterate the concept of a net zero asset class or similar model, drawing on best practices from other places and ideas generated within the PANZ project.
  4. Build strong working relationships with PANZ project partners to secure the best possible outputs for the project.
  5. Represent the Council at PANZ project meetings, embodying the Council's expected behaviours when working with key industry stakeholders and grant funders.
  6. Develop and grow professional networks, strategic collaborations, and relationships with key internal and industry stakeholders to support effective delivery and buy-in for the project outputs.
Essential Experience
  1. Experience in financing and investment models, including processes to develop and establish new models, particularly those applicable to the financing of new project portfolios.
  2. Experience with different sources of financing and their application to environmental or social projects.
  3. Experience working with investment strategies and fund management for clients.
Essential Qualification

Degree (BSc, MAM, Sc MBA) or professional qualification in financial modelling, economics, and accounting or equivalent experience.

Additional Information

Working hours: 37 hours per week.

The role is hybrid, with flexible working arrangements and some face-to-face meetings.
