Job Description

Reed is seeking a highly skilled and experienced Deputy Principal Accountant to join our client, a large Public Sector organisation based in Belfast. This is a permanent and full-time role, offering flexible and hybrid working, with an enhanced pension.

Key Responsibilities:
  • Financial Planning and Reporting: Provide high-quality, accurate, and timely financial information to stakeholders, including preparation of regular reports to senior management.
  • Financial Advice and Guidance: Offer expert advice and guidance to budget holders on budgeting and in-year monitoring of budgets.
  • Relationship Building: Establish and maintain close and effective working relationships with colleagues across the organisation and external stakeholders, as required.
  • Financial Forecasting and Costing: Assist in the preparation of financial forecasts and costing of research and business development opportunities.
  • Public Funds Management: Provide advice and guidance to promote the safeguarding of public funds and ensure that such funds are discharged with probity, regularity, and best value for money.
  • Internal Control and Governance: Establish and maintain appropriate systems of internal control and governance frameworks, including the development of relevant policy and procedures.
  • Financial Systems Development: Assist in the development and implementation of financial systems to support financial management and reporting processes.
  • Public Expenditure Planning: Maintain an up-to-date understanding of current public expenditure planning, monitoring, control, and accountability systems.
  • Annual Accounts and Auditing: Assist in the preparation of annual accounts as required and deal with auditors.
  • Business Case Review: Review and assessment of business cases and investment appraisal.
  • Staff Management: Manage the resources of your own section and promote high standards of accountability, integrity, and probity, providing professional advice to support decision making.
Essential Criteria:
  • Must have successfully passed the final professional examinations and be a full current member of one of the professional bodies (ACCA, CAI, CIMA, CIPFA, ACA, or equivalent).
  • Must have at least 2 years of post-qualification practical experience, gained within the last 7 years, in one or more of the following areas: Financial planning and budgeting, Financial Management/Management Accounting, Financial Accounting/Auditing, Development/Implementation of Financial Systems, or Strategic planning and decision support in a finance or regulatory environment.
