Job Title: Engineering and Technical Team Manager

Essex County Council is seeking an experienced Engineering and Technical Team Manager to lead the delivery of its capital programme.

About the Role

The successful candidate will be responsible for leading the engineering and technical input to all aspects of the Council's infrastructure delivery portfolio. This includes developing opportunities for capital investment to secure financial returns and supporting the delivery of multi-million pound programmes and project portfolios.

Key Responsibilities
  • Deliver leading edge programme and project management tools and techniques to ensure assigned projects/portfolios deliver in line with agreed key milestones, quality measures and benefits realisation.
  • Manage and influence key stakeholders to ensure the successful development and delivery of programmes and projects against clearly agreed timescales and financial measures.
  • Provide expert technical advice including planning, engineering and design to assist the successful delivery of the ECC Capital Programme.
  • Deliver an objective assessment of performance against project plan to identify and mitigate risks.
  • Responsible for the delivery of services to achieve short, medium and long term performance and quality targets.
Requirements

The ideal candidate will have experience of project management, budget management, technical design processes, and a track record of successful delivery of high value commercial or public sector capital projects. Commercial and business development skills with a track record of maximising income generation opportunities are also essential.

Evidence of continuing professional development and expert knowledge in relevant professional area is required. Specific individual and shared targets and objectives are defined annually within the performance management framework.
