Position Overview
We are seeking a highly skilled and driven Lead Supply Chain Management Engineer to become a vital part of our team.

Role Responsibilities
  • Assist in SCM bidding processes.
  • Oversee the acquisition of intricate 'engineered' materials and/or services as directed by the Project SCM Manager, ensuring adherence to the Project Procurement Plan.
Key Activities

Bidding Assistance
  • Collaborate with the SCM Tender Lead to facilitate the RFQ process, ensuring timely collection of necessary details for the designated package, in alignment with the established strategy.
  • Suggest alternative vendors, specifications, and solutions focusing on cost efficiency.
  • Compile a list of potential tender suppliers in accordance with Client and internal requirements.
  • Analyze and question Engineering requirements and spare part philosophy.
  • Conduct commercial and contractual assessments, evaluate bid schedules, and provide recommendations based on 'Total Cost of Ownership' while considering market trends.
  • Lead and coordinate the technical and commercial evaluation of received bids with relevant stakeholders.
Project Involvement

Pre-Award Phase
  • Coordinate with internal teams to assemble the Request for Quotation package, along with the bidders list.
  • Perform commercial and contractual evaluations, assess bid schedules, and integrate technical evaluations from Engineering, QA, QC, and HSE.
  • Finalize bid summaries and provide recommendations to the Project SCM Manager and Project Manager for technically viable solutions.
  • Engage in commercial negotiations to secure optimal agreements for the organization.
Award Management
  • Draft Supplier recommendations and a matrix for contractual deviations.
  • Keep the Project Procurement Plan current.
  • Initiate and expedite the PR & PO process within the procurement system.
  • Update the transportation plan as necessary.
Post-Award Management
  • Act as the primary contact for the Supplier and serve as the 'PO Owner' until delivery to the project team.
  • Coordinate all supporting activities with Engineering and QHSE departments.
  • Organize Kick-off Meetings with Vendors, ensuring clarity in instructions regarding Vendor documentation and Award administration.
  • Utilize SCM tools for progress tracking and reporting.
  • Challenge the Supplier Documentation List to ensure relevance.
  • Ensure timely review and approval of Supplier documentation.
  • Facilitate Pre-Production Meetings.
  • Update the SCM Procurement plan with progress and delivery timelines.
  • Address all QC issues raised, ensuring all alarms and NCRs are managed appropriately.
  • Provide weekly reports or updates as per project requirements on progress and opportunities.
  • Manage financial and commercial issues related to assigned subcontracts or Purchase Orders, negotiating all Variations/change Orders and providing regular cost forecasts.
  • Review Supplier invoices and finalize accounts, obtaining necessary close-out certificates and issuing as-built revisions of the Award.
Departmental Support
  • Identify discrepancies in SCM processes, assess associated risks, and propose mitigation strategies.
  • Ensure feedback and evaluations of supplier performance upon project completion, including Supplier performance assessments and Lessons Learned reports.
