Compensation:

Role Responsibilities:

  • Oversee intricate and demanding utility land rights cases along the route, which encompasses a diverse array of land and property, including urban and extensive rural areas, on behalf of the Utilities Lead.
  • Execute the strategy for delivering this substantial program, ensuring timely progress while upholding HS2's esteemed reputation.
  • Develop and enhance processes aimed at securing utility land rights efficiently, with a focus on continuous improvement.
  • Lead complex negotiations and manage relationships with both internal and external stakeholders.
  • Ensure all financial settlements are negotiated within governance, industry standards, and budget constraints, guaranteeing timely completion of land rights for the project.
  • Cultivate relationships with key individuals across various organizations, including the supply chain, utility firms, early works contractors, main works civil contractors, and legal and land/property departments, to facilitate effective negotiations.
  • Provide pertinent technical guidance to various internal departments (including Delivery, Commercial Agreements, Petition Management, Legal, and other teams within Land and Property) to support informed decision-making.
  • Collaborate and communicate with other members of the property acquisition management team to ensure a unified and consistent approach across HS2.
  • Manage and instruct external suppliers as necessary.
  • Supervise direct reports and foster their professional development.
  • Actively promote and integrate Equality, Diversity, and Inclusion (EDI) principles in all aspects of work, adhering to organizational policies and initiatives regarding EDI.

Candidate Profile:

Essential Skills:

  • Proficient in managing communications and negotiations with tact.
  • Strong stakeholder management capabilities.
  • Experience in managing direct reports to ensure effective delivery while supporting their growth.
  • Effective communication skills to ensure seamless information flow within teams.
  • Conflict resolution skills.
  • Expertise in developing public-facing communications.
  • Proficient in process mapping.
  • Familiarity with project management methodologies.
  • Strong report writing and data analysis skills.
  • Proficient in IT applications, including Word, Excel, PowerPoint, or equivalent software.
  • Ability to access, analyze, and maintain information from various IT databases and systems.

Knowledge Requirements:

  • Chartered Surveyor qualification (or equivalent).
  • Understanding of the utility and telecommunications sectors.
  • Familiarity with the compulsory purchase process or other government compensation schemes (training will be provided).

Experience:

  • Background in or collaboration with the utilities sector is preferred.
  • Experience in working with suppliers to cultivate effective relationships and manage performance for successful delivery through the supply chain.
