Marine Safety Compliance Lead

About the Position
In the role of Marine Safety Compliance Lead, you will report directly to the Chief Harbour Master, overseeing all aspects related to Marine Compliance in accordance with established regulations. This encompasses the management of the Marine Safety Management System (MSMS) and all related standards, ensuring adherence to the Port Marine Safety Code, which governs all commercial, facility, and recreational activities on the Forth and Tay rivers.
Your responsibilities will span across all our ports in Scotland, including the Port of Tilbury. You will be instrumental in providing regular updates to the Marine Management Team, ensuring that any issues arising on the Rivers Forth, Tay, and Tilbury are promptly addressed, and that any incidents or near misses are thoroughly investigated.
This position offers a hybrid working arrangement, primarily based at the Port of Grangemouth, with travel required to our other Scottish ports and the Port of Tilbury.
Key Responsibilities
- Ensure that Harbour Masters, Marine Managers, and their Deputies are effectively managing and adhering to the MSMS requirements as stipulated by the Port Marine Safety Code. Report any discrepancies to the Chief Harbour Master.
- Lead the Emergency Planning initiatives to guarantee that all emergency protocols are current, fully tested, and compliant with relevant legislation. Organize and engage in stakeholder meetings to support Forth Ports Limited in fulfilling its obligations regarding the development and revision of Emergency Plans for the Firth of Forth and River Tay.
- Maintain and update Estuarial Contingency Plans through regular reviews and necessary amendments. Report any issues or non-compliance to the Chief Harbour Master for action.
- Assist stakeholders in keeping their emergency plans updated, tested, and compliant with relevant legislation.
- Facilitate the availability of performance reports on the SMS for Senior Management to review and utilize as a foundation for SMS improvements.
- Oversee the audit functions of the Marine Department and the issuance of licenses for Marine Operations and Towage. Organize the program and procedures for conducting periodic SMS audits.
- Monitor and collaborate with facilities, small harbors, and leisure traffic to ensure compliance with the Port Marine Safety Code.
- Receive and maintain records of pollution, navigation, and marine incidents from FTNS, ensuring proper allocation to relevant stakeholders and timely closure of these incidents.
Qualifications and Skills
- STCW certification or relevant port qualifications, alongside demonstrated experience in SMS compliance management.
- Comprehensive understanding of the Port Marine Safety Code and SHEQ Management systems.
- Exceptional planning, communication, and analytical abilities.
- Capability to prioritize tasks in a dynamic port environment while maintaining a positive attitude and adaptability to meet challenges.
- Proficient IT skills, including familiarity with the MS Office Suite.
- Possession of a full UK driving license.
