Team Overview

The 24 Hour London Programme, spearheaded by the Night Czar, focuses on improving all aspects of the city's life during nighttime hours. Collaborating with various partners, both within and outside City Hall, the team aims to enhance understanding of nighttime dynamics through data and evidence, assisting boroughs in developing effective nighttime strategies. The initiative also supports nighttime businesses in building resilience and promotes innovation through programs such as Night Time Enterprise Zones and Business Friendly Licensing.

Role Responsibilities

The primary objective of this role is to oversee the scoping, planning, and execution of specific policies and projects that may evolve over time. Key responsibilities include:

  • Leading the Borough and Stakeholder Engagement programme.
  • Managing the Nightlife Taskforce and Fund.
  • Overseeing the Business Friendly Licensing Programme.
  • Implementing the Women's Night Safety Charter.

In this position, you will engage a diverse range of stakeholders from the nighttime industries, boroughs, police, and Transport for London, fostering dialogue and influencing policy changes that align with the Mayor's strategic objectives.

Daily Activities

Your typical day will involve:

  • Initiating and leading effective external groups and networks.
  • Managing relationships with senior stakeholders and recruiting new organizations to align with the Mayor's goals.
  • Maintaining key stakeholder relationships with boroughs, the nighttime industry, police, TfL, MOPAC, and the Regeneration team.
  • Overseeing the procurement and management of consultants for the 24 Hour London programme.
  • Developing and approving content with consultants to ensure high-quality deliverables for all stakeholders.
  • Designing and scheduling programs, including borough engagement initiatives, the Women's Night Safety Charter, and various events.
  • Implementing a communications strategy for the 24 Hour London programme.
  • Providing briefings and reports on nighttime policies for the Mayor and other stakeholders.
  • Responding to stakeholder inquiries related to nighttime policies and cultural issues.
  • Staying informed about legislative and policy developments that may impact the 24 Hour London team.
  • Assisting management in addressing scrutiny from the Assembly regarding the team's work.
  • Promoting equality of opportunity and addressing the diverse needs of London's communities.
  • Managing staff, resources, and external partnerships in accordance with the Authority's policies and ethical standards.
Qualifications

To be considered for this role, candidates must possess:

  • Experience and understanding of the nighttime industries, particularly the music sector.
  • Related policy experience at national and regional levels, addressing key strategic issues in the nighttime sector.
  • A proven track record of establishing relationships with key stakeholders across the nighttime and music industries.
  • Experience in developing and implementing strategic initiatives within the nighttime sector.
  • A history of delivering communications and campaigns that support policy and project delivery in the nighttime context.
  • Knowledge of relevant policy and political issues, especially those related to nighttime policy, high street regeneration, and safety.
