Job Overview

The Air Command serves as the central hub for the Royal Air Force (RAF), with the Air Policy Secretariat (Air Pol Sec) overseeing Ministerial and Parliamentary engagements concerning RAF operations. The Policy Secretariat is dedicated to ensuring that the RAF meets its responsibilities to Ministers, Parliament, and the Public, assisting both Ministers and the Permanent Secretary in fulfilling their duties regarding RAF matters. The Air Pol Sec team collaborates across the RAF and the broader Ministry of Defence (MOD) to provide high-quality, timely, and precise guidance on various RAF-related issues.

This role is structured for a commitment of 37 hours per week.

Role Responsibilities

As a Desk Officer within the Air Command Policy Secretariat, you will be guided by and report to a Higher Executive Officer (HEO) while undertaking a variety of tasks, including:

  • Conducting research and composing responses to Parliamentary Questions (PQs), Ministerial Correspondence (MCs), and Treat Official Correspondence (TOC) on diverse RAF topics and policies.
  • Managing Freedom of Information (FOI) requests, necessitating research, drafting, and the application of Freedom of Information Act (FOIA) exemptions.
  • Researching, drafting, and applying Data Protection Act exemptions to respond to Parliamentary Correspondence and public inquiries.
  • Creating Defensive News Briefs and Lines to Take.
  • Providing RAF contributions to other MOD branches for Ministerial Submissions, PQs, MCs, TOC, News Briefs, and policy matters.
  • Offering policy guidance on RAF activities, operations, and personnel matters.
  • Supporting and assisting fellow team members in the Air Policy Secretariat with substantial and intricate projects.
  • Contributing to the broader objectives of other Policy Secretariat teams as necessary.

Candidate Profile

This position presents a dynamic and demanding environment that requires a proactive individual capable of adjusting to shifting priorities. You should possess the ability to meet tight deadlines and work autonomously while managing your workload effectively. The role may occasionally necessitate extended working hours on an ad-hoc basis.

In this role, you will have the opportunity to enhance the following essential skills:

  • Conducting comprehensive research on a variety of subjects, issues, and policies.
  • Developing strong interpersonal skills through consultation and collaboration with Subject Matter Experts and other Secretariats within both the RAF and the MOD.
  • Refining your written and verbal communication skills to ensure clarity and precision in drafts.
  • Gaining a thorough understanding of the MOD and RAF structure, organization, roles, activities, and priorities.

You will also have the chance to present briefings to senior management and may have opportunities to draft Ministerial Submissions.

While an interest in Ministerial and Parliamentary affairs is advantageous, it is not a prerequisite as training will be provided. The successful candidate will have the option for hybrid working arrangements, allowing for a blend of office and remote work within a supportive team environment focused on personal development.

Compensation and Benefits

In addition to a competitive salary of £28,300, the Ministry of Defence contributes £7,641 towards your membership in the Civil Service Defined Benefit Pension scheme. Benefits include, but are not limited to:

Where operational needs permit, some roles may allow for a combination of office and home-based working. This arrangement is non-contractual, and all office-based employees are expected to spend a minimum of 60% of their working time in the office, subject to capacity and any necessary workplace adjustments. Requirements to attend other locations for official duties or work in another MOD office will also contribute to this attendance level.

Please note that the position does not offer relocation expenses.

External candidates joining the MOD who are new to the Civil Service will be subject to a six-month probation period.

Travel expenses incurred for interviews will not be reimbursed.
