Lead Procurement Specialist The Role:
In the capacity of a Lead Procurement Specialist, you will take charge of identifying, negotiating, and acquiring essential materials, services, and equipment necessary for the successful execution of our projects across various sectors including Water, Transport, Energy, and Infrastructure.
Your role will involve close collaboration with your peers and other members of the procurement division, working collectively to deliver exceptional service to our operational teams.
Your core responsibilities will encompass procurement activities both within established frameworks and beyond, engaging with internal stakeholders to comprehend and fulfill their commercial and product needs while generating reports and data to enhance departmental and organizational performance metrics.
This position demands a meticulous individual with a solid grasp of materials and equipment in the construction and civil engineering sectors, capable of effectively managing supplier relationships while upholding the highest standards of quality and compliance.
You will excel in a dynamic environment, providing a professional, client-focused service that supports the operational requirements of our teams.
Key Responsibilities:
Procurement Duties and Operational Support:
Work alongside project teams to ascertain their procurement requirements and deliver timely assistance, procuring necessary construction materials, equipment, or related services across all operational sectors.
Ensure that procurement activities are in sync with project timelines and budgetary constraints, maximizing cost-effectiveness without compromising safety or quality.
Align procurement activities with the necessary frameworks.
Cultivate robust relationships with key suppliers and category leaders for both frameworks and the broader supply chain; oversee supplier performance and adherence to contractual obligations, implementing corrective measures as necessary.
Negotiate contracts, terms, and pricing with suppliers to secure cost-effective solutions while maintaining quality and service standards.
Contribute to the advancement of sustainability and social impact initiatives, actively engaging the supply chain for innovative and sustainable products or technologies.
Stay proactive regarding market trends, product developments, and industry changes to anticipate shifts in the supply chain and adjust strategies accordingly, leading initiatives as directed by the Head of Procurement for specific commodities or categories.
Provide guidance and support on procurement best practices, fostering a culture of continuous improvement within the procurement team.
Collaborate with procurement team members and project teams to review contract progress and address any associated issues promptly.
Maintain comprehensive knowledge of purchasing strategies and processes to ensure a professional and auditable procurement contract is established.
Support any additional procurement-related activities as required by the business.
Reporting Duties and Record Keeping:
Assist in the preparation of monthly expenditure reports, contributing to board and procurement reports to facilitate informed decision-making, taking necessary actions as identified.
Support the achievement of departmental KPIs, collaboratively analyzing data to pinpoint areas for enhancement and acting accordingly.
Submit detailed cost analyses to senior management and project teams for approval as required under company governance.
Manage and update project procurement schedules, controlling and monitoring costs against project and framework budgets.
Ensure the maintenance and organization of order and supply chain records utilizing the company's purchase order system and procedures.
Key Measures & Targets:
Value Added – monitor and manage the best value achieved through procurement activities, such as commercial improvements, quality, and efficiency.
Requisition Performance – monitor and manage order placement for timely and complete delivery. Oversee requisition quality to support the business's 'right first time' principles.
Horizon Scanning – monitor and manage project progress, identifying early engagement opportunities.
Supplier Performance – monitor and manage positive interventions/non-conforming products within the supply chain to support continuous improvement.
Key Relationships:
Head of Procurement and all levels of procurement personnel in both central and regional teams.
All internal departments including site operations, health and safety, estimating, finance, and business development.
Build and maintain supply chain relationships to support performance management, issue resolution, and drive continuous improvement.
Person Specification:
The ideal candidate is likely to meet the following criteria: Essential purchasing experience within the construction and civil engineering sectors, including knowledge of relevant industry regulations and standards.
Experience in the water sector with a solid understanding of associated goods and services.
Proficient negotiator with proven experience in establishing long-term relationships and an engaged, collaborative supply chain; capable of demonstrating the ability to drive cost savings and value enhancement.
Demonstrable commercial awareness with the ability to control and monitor budgets.
Excellent communication and interpersonal skills, able to collaborate effectively with internal and external stakeholders.
Strong analytical and problem-solving abilities, demonstrating attention to detail with a proactive approach.
A full UK driving license is required.
Desirable qualifications include CIPS or equivalent or working towards it.
Industry-related qualifications may include professional certifications such as those from the Institute of Supply Chain Management (IoSCM) or the Institute of Procurement and Supply (IPS).
Relevant educational background such as ONC/HNC/HND/Degree in associated disciplines like engineering or business.
Proficient in IT and the use of the Microsoft Office suite.
