About HMRC Solicitor's Office

The HMRC Solicitor’s Office and Legal Service (SOLS) provides legal counsel on matters related to HMRC’s operations and manages litigation on behalf of HMRC. Our work is crucial as we contribute to the collection of funds that support public services across the UK, while also offering financial assistance to families and individuals. Our team comprises approximately 1450 professionals, including lawyers, tax experts, advocates, paralegals, and administrative staff. We provide advice on various legal matters, including domestic, international, and EU law concerning all UK taxes and customs, as well as commercial law. This encompasses:

  • Conducting litigation
  • Collaborating with the Office of Parliamentary Counsel to draft primary legislation

  • Advising on operational issues, policy formulation, and implementation

Additionally, SOLS includes various professionals such as tax specialists who review HMRC decisions and engage in litigation, as well as accountants providing services to HMRC. SOLS also handles Ministerial Correspondence and Freedom of Information requests.

Role Description

This is a remarkable opportunity to join HMRC Solicitor's Office and Legal Services (SOLS) while training to become a solicitor. You will engage in a variety of stimulating legal tasks and receive top-notch training in a supportive and inclusive environment, ultimately leading to a solicitor position upon successful completion of your training.

This apprenticeship offers an alternative to traditional qualification pathways and is ideal for candidates who have not completed a degree and wish to 'earn while they learn'.

The apprenticeship is a fully funded training route that includes studying for a law degree and preparing for the Solicitors Qualifying Exams (SQE1 and SQE2), while also compiling a portfolio of Qualifying Work Experience (QWE). This program consists of a 72-month external training course provided by BPP, funded by the Apprenticeship Levy, alongside 6 years of practical experience within SOLS. Training will be delivered through a digital learning platform, with study leave aligned with the Education and Skills Funding Authority (ESFA) requirements. As an apprentice, you can expect to dedicate 20% of your working hours to studying, with the remainder spent on practical work. Candidates should be prepared for the demands of the qualifications and be willing to study independently.

Both graduate and non-graduate apprentices will commence at Band O, as the responsibilities at this level align with the apprenticeship requirements. If you are a Civil Servant currently at a higher grade than Executive Officer, applying for this role means you will voluntarily downgrade if selected, resulting in a permanent change to your terms and conditions.

During the first four years, apprentices will rotate through our paralegal teams (at Executive Officer grade) while completing their law degree. Subject to meeting the role requirements at each stage, apprentices will progress alongside our trainee solicitors as follows:

  • Years 5 and 6: Apprentices will undertake placements in various legal teams (litigation and advisory) within SOLS (at Higher Officer grade).
  • Year 7: Apprentices will qualify as solicitors and transition to a permanent role in one of the legal teams in SOLS (at Legal Officer (SEO) grade).
  • Year 8: After one year post-qualification as a Legal Officer, there will be opportunities for advancement to Grade 7.

The responsibilities assigned to apprentices will evolve as they progress through their studies and the teams they are part of. As apprentices advance in their qualifications, they will tackle more complex tasks, gaining a broad range of valuable work experience and developing essential skills.

We are committed to supporting all our employees in their success and will assist you throughout the apprenticeship. If you do not complete the apprenticeship, we will strive to find you a role at the grade you achieved during your time in the program, without automatically reverting to a previous grade.

Your responsibilities will vary throughout the apprenticeship and may include, but are not limited to:

  • Administrative duties such as drafting and sending case correspondence
  • Identifying relevant documents and creating bundles
  • Providing legal support to senior colleagues on complex cases
  • Conducting legal and other research
  • Under supervision, drafting and serving documents in litigation cases
  • Under supervision, offering legal advice on cases and policy development
  • Under supervision, drafting secondary and tertiary legislation
  • Preparing summaries and chronologies
  • Updating internal case management systems and document storage
  • Attending Tribunal and court hearings as required

You will need to manage these responsibilities alongside your studies and be prepared to dedicate time to independent study.

Candidate Profile

To qualify for the apprenticeship, you must demonstrate that, based on your current experience and qualifications, this opportunity will provide significant new learning, skills, and behaviors.

To evaluate your eligibility for the apprenticeship, the learning provider will conduct initial assessments before HMRC can confirm your acceptance into the program. This will involve sharing your contact details with the learning provider, who will reach out to you directly, in accordance with the Education and Skills Funding Authority (ESFA) guidelines.

  • Five (5) GCSEs (or equivalent) graded A*-C (9-4), including English and Maths
  • PLUS
  • ABB at A level (128 UCAS points) or equivalent
  • Between 96 and 127 UCAS points PLUS a pass on the BPP Admission test

  • Completion of another relevant level 3 apprenticeship program
