Job Overview

The primary objective of this role is to assist in the oversight of the Property Infrastructure commercial land and property portfolio, ensuring the optimization of value and performance of built property assets to meet broader property program goals.

The successful candidates will take a pivotal role in managing, advising, and providing support on various property infrastructure interventions related to the management, acquisition, and disposal of the land and property portfolio. This encompasses actions undertaken directly and in collaboration with other public and private sector entities, ensuring that the value and performance of the Welsh Government's property assets and their users are safeguarded while achieving wider policy objectives in a safe and legally compliant manner.

Key Responsibilities

  • Lead negotiations, implementation, and management of diverse property management projects, including acquisitions and disposals, while adhering to departmental objectives and relevant legislation.
  • Directly supervise Assistant Surveyors, managing their caseloads and providing professional guidance and mentorship to team members. Conduct performance evaluations and one-on-one meetings as necessary.
  • Represent the department in various internal and external liaison bodies, working groups, and partnerships, stepping in for senior management when required, and providing specialized property input to multidisciplinary project teams.
  • Prepare detailed and clear project reports for review and approval by the Property Leadership Team.
  • Offer professional support to senior management on casework relevant to the position.
  • Assess and monitor property performance, providing regular updates to management and identifying any budget or financial discrepancies promptly.
  • Negotiate and resolve legal, financial, and subsidy control challenges affecting projects.
  • Promote and facilitate collaboration in land and property initiatives across government and the broader public sector.
  • Oversee the procurement and management of technical and other property consultants as needed.
  • Contribute to the development of budgets for capital and operational expenditures and manage project finances.
  • Prepare and respond to Government Business and FOI requests in a timely manner, following relevant policies and guidelines.
  • Undertake additional duties and responsibilities commensurate with the role and salary band.
  • Evaluate and process property-related grant support applications and provide guidance on the recovery of funds, including negotiations with local authorities and developers.
  • Negotiate terms for Town Planning and Highway Agreements, actively resolving any legal, financial, and subsidy control issues impacting projects.
  • Develop Master Plans and procure technical studies to facilitate the submission of Planning Applications.

Licenses

Possession of a full and valid UK driving license is required.
