Strategic Lead for Maternity and Neonatal Advocacy

Position Overview
The West Yorkshire & Harrogate Local Maternity & Neonatal System (WY&H LMNS) collaborates with various partners within the WY Integrated Care System to enhance local maternity and neonatal services for the community. This system encompasses six providers dedicated to maternity and neonatal care.
Service user perspectives are integral to the decision-making process in maternity and neonatal services, being actively involved in the leadership of provider Trusts and contributing to the LMNS. This engagement drives improvements in safety, quality, and overall experience in maternity and neonatal care.
The role of the Strategic MNVP Lead is pivotal, representing the service user voice at system, regional, and national maternity and neonatal forums. The post holder will provide independent scrutiny and challenge based on insights gathered from Maternity & Neonatal Voices Partnership (MNVP) leads, service users, and professionals. They will serve as the primary liaison between provider-level MNVPs and the broader system.
This is a full-time temporary position for a duration of 12 months, with the potential for the role to transition into a permanent position. The post holder will operate within the LMNS Project Management Office (PMO) Team and will have the flexibility of hybrid working arrangements, along with some travel requirements across West Yorkshire.
Main Responsibilities
In collaboration with the ICB Director of Midwifery, the post holder will:
- Coordinate the Maternity & Neonatal Voices Partnerships (MNVPs) within the system, ensuring that the service user voice is influential and provides guidance to the LMNS board.
- Utilize their influence to drive effective outcomes, embedding co-production throughout the process.
- Develop the MNVP model for the WY&H LMNS, advocating for patient and public involvement at all decision-making levels.
- Support the system in recognizing and understanding family voices, leveraging insights to enhance quality, safety, and productivity.

Key Duties
The main responsibilities of the role include:
- Overseeing the recruitment and work plans of local MNVP leads, supporting their ongoing professional development.
- Implementing risk assessments, safeguarding procedures, and a trauma-informed approach for all community engagement.
- Delivering specialized training to MNVP leads and maternity care professionals focused on enhancing care experiences for women and families.
- Collaborating with local specialist VCSEs to gather feedback and insights.
- Coordinating feedback and co-production from local MNVPs and service users, ensuring representation in LMNS decision-making.
- Participating in quality surveillance models and transformation workstreams.
- Building strong relationships with providers, commissioners, and local partners to ensure community voices are heard.
The post holder will also:
- Represent and promote the service user voice at various levels within the local system.
- Chair relevant multi-professional meetings and build networks for regional and national training events.
- Stay informed on national reports and policies to ensure local alignment and effectiveness.
- Champion the voices of marginalized groups and influence strategic plans for equitable service access.
