The Hyperbaric Centre Manager is a key role within Hyperbaric Oxygen Therapy Isle of Man (HBOT IOM), responsible for the development and delivery of all non-clinical services in a safe and effective manner.
Key Responsibilities:- Ensure all Hyperbaric Chamber Operations are compliant with legislative and regulatory requirements and standards of good practice.
- Oversight of an effective communication interface between all managed staff, Medical Director and Administrator, and provision of monthly management reports to the Board of Directors.
- Preparation of the annual budget for the facility for the approval of the Board of Directors.
- Development and promotion of a Health and Safety culture across the charity through the provision and development of health and safety policies and procedures.
- Maintenance and management of occupational health, safety and well-being through systems, audit/inspection, and the establishment of high standards of safety awareness, behaviours and general performance.
- Management of the maintenance of the Scholl Building, the hyperbaric chamber and associated equipment.
- Development of the HBOT IOM Ltd hyperbaric chamber facilities, systems and engineering capacity in line with the developing research and service aspects of the Charity.
- Communication with staff to educate and inform the team about the status of the chamber system and engineering aspects of the work of HBOT IOM Ltd.
- Overall management of the chamber team and remaining competent as a Chamber Supervisor, Operator and Attendant.
- Management of engineering and operational support to the activities undertaken by HBOT IOM Ltd.
- Ensuring all engineering functions and practices are effective, efficient and compliant with legal and good practice requirements.
- Development and maintenance of comprehensive risk assessments of engineering services and equipment and ensuring that risk is minimised to be as low as reasonably practicable.
- Invocation of changes to engineering practice and equipment in response to untoward incidents.
- Direction and advice to the Board of Directors of HBOT IOM Ltd.
- Ensuring maintenance and safe operation of engineering components associated with the hyperbaric chamber equipment and other non-clinical equipment and ensuring that maintenance and improvements are carried out whilst minimising downtime.
Accountability for the evaluation and, where appropriate, implementation and maintenance of quality management systems pertaining to the hyperbaric chamber operations (excluding medical services).
Identification of opportunities and needs for new quality activities, targets and standards and management of their introduction and ongoing implementation.
Personal Approach:Leading a small team by example and having the highest personal standards.
Working closely with all colleagues to promulgate the ethos and philosophy of HBOT IOM Ltd and ensuring delivery of operational plans and financial targets.
Informing the Board of Directors on all issues which do or may impact on the good standing of the Charity, risks and opportunities for the Charity, progress on the operational programme, intelligence gained from contacts, and any operational matters which present an actual or potential risk to the Charity.
Working collaboratively with other members of the team to implement and follow all decisions or actions agreed by the Board of Directors.
Developing, reviewing and adhering to the policies, procedures and standards of HBOT IOM Ltd.
Recognising, adhering to and practising the decisions and agreements of the Board of Directors in all dealings with staff and in the discharge of the responsibilities of the role.
As the primary source of expert advice on the work of the facility, it is expected that the postholder will undertake various public speaking events with a view to educating the public on the benefits of hyperbaric medicine and the work of the charity.
Strategic and Operational Direction and Activities:Engaging as necessary with all employees to ensure full, collaborative and effective delivery of operations.
Assuring the provision of a continuous 'on call' system for all chamber staff.
Developing, updating and managing arrangements for securing continued provision of services and utilities (water, electric etc.) in the event of external emergencies such as flooding.
Oversight of the operation and development of the hyperbaric facility provided by HBOT IOM Ltd.
Preparation of the annual budget for all services provided by HBOT IOM Ltd in collaboration with the Administrator and Medical Director for the approval of the Board of Directors.
Preparation for inspections by registration bodies and implementation of their recommendations, and taking into account responses from any consultation with external parties.
Training and Certification:Developing and commissioning/delivering staff training courses and programmes as appropriate.
Developing and ensuring the delivery of induction for all staff, customised in respect of their specific roles and needs to understand the process, practice and procedures relating to hyperbaric medicine.
Delivery of specialist training as appropriate.
Developing and implementing site-specific training and overseeing the ongoing mandatory monthly training regime.
Oversight of the 'Fitness to Work' certification of staff.
Legal and Statutory Responsibilities for Health and Safety:Accountability for all health and safety, quality and risk management and for the provision of expert advice in respect of these matters to the Board of Directors.
Acting as the 'Responsible Person' for the purposes of registration and for ensuring continuing compliance with the registration requirements and the safe operation of the facility.
Provision of advice on safety issues associated with all HBOT IOM Ltd operations to staff, patients, customers, contractors and general public.
Development, implementation and updating of the health and safety management system and the associated policies and procedures, and to continuously ensure that all staff and operations conform with this system and undertake their several and individual responsibilities, including those related to risk management processes.
Provision of training for staff required by the health and safety management system.
Establishing operational and emergency procedures and internal guidelines for safety.
Establishing and monitoring the maintenance program for the hyperbaric system.
Establishing an incident/accident reporting system and monitoring system of operational procedures.
Establishing a system for regular re-evaluation of the safety management system (including internal audits, reports).
Ensuring each member of staff is aware of their personal and, where appropriate, managerial responsibilities for health and safety.
Awareness of and response to new health and safety legislation or to incidents in the fields of diving or hyperbaric medicine, which raise concerns for HBOT IOM Ltd.
Monitoring and understanding the significance of any untoward event, ensuring that appropriate safeguards and practices are put in place (this to include pre-emptive work towards the prevention of the occurrence of untoward events from other organisations, services or diving/hyperbaric medicine activities).
Development and use of informal and formal networks to keep abreast of safety developments and concerns in diving and hyperbaric medicine and to take appropriate action to minimise risk in HBOT IOM Ltd activities.
Provision of expert advice to ensure best practice implementation and interpretation of the British Hyperbaric Association Code of Good Practice, the current Diving Operations at Work Regulations, associated Safety Memoranda and Approved Code(s) of Practice, including off-shore regulations where appropriate.
Provision of specialist safety advice to external organisations in accordance with any agreed contractual arrangements.
Production of an annual Health and Safety Report for approval by the Board of Directors.
Production of an annual Risk Management Report for approval by the Board of Directors.
Review of records of accidents and untoward incidents, and compliance with RIDDOR.
Issuance of health and safety memoranda and ensuring staff are aware of content and adhere to required practices.
Assurance of the safety, appropriateness and fabric of the buildings and facilities owned, leased or managed by HBOT IOM Ltd.
Additional Notes:The above is not an exhaustive list of duties and the post holder may be expected to perform different tasks as necessitated by their changing role within the organisation and the overall business objectives of the Charity.
Wherever possible, these changes will be made in consultation with the post holder.
The postholder is also expected to take proactive responsibility for their continuing development and training, to support the ongoing development of HBOT IOM Ltd and the development and maintenance of clinical and managerial competences to ensure effective delivery of their role.
