Position Overview:
The role is designed to enhance the Finance department's budgeting processes, with a preference for candidates possessing public sector experience.
Responsibilities include delivering strategic financial counsel in collaboration with senior finance personnel and service managers.
Provide essential advice and financial contributions to the Council's financial planning initiatives, including insights and guidance for business plans and service enhancement evaluations, under the supervision of senior finance staff, utilizing financial modeling, options appraisal, and risk analysis methodologies as necessary.
Key Responsibilities:
- Ensure the delivery of a top-tier, value-for-money financial service that aligns with legal financial standards and the Council's objectives to fulfill customer needs in accordance with Finance and Contract Procedure Rules.
- Act as a deputy in the absence of the Deputy Head of Finance/Head of Finance or other management personnel as required.
- Supply high-quality financial data to senior management, including Executive Directors, to facilitate informed decision-making.
- Present financial information to diverse audiences, including contentious data to Scrutiny panels and other public forums.
- Represent the Council at regional meetings and on collaborative regional projects as necessary.
- Effectively manage personal responsibilities and oversee the team, ensuring the following:
- Comprehensive written procedures for all team roles are established and monitored.
- Deadlines are effectively prioritized and met.
- Adequate staffing is maintained to ensure the finance service operates effectively both within the team and across the broader finance service.
- Resources, aims, objectives, and priorities are achieved.
- Performance is consistently maintained, managed, and reported in accordance with EPA guidelines.
- Implement service improvement, change management, and process development initiatives, providing leadership support to the Council's Transformation program.
Essential Experience:
- Proven experience in management accounting is essential.
- Demonstrated expertise in budget setting techniques and processes is required.
- Experience working with a diverse range of stakeholders, preferably in a political context, is essential.
- Background in providing accountancy services within a large organization is required.
Essential Qualifications:
- Membership in CIMA or a CCAB body with substantial post-qualification experience and active engagement in Continuous Professional Development (CPD) is essential.
Additional Information:
- Working hours: 37 hours per week.
- The role is hybrid, requiring 23 days in the office during training and 1-2 days in the office post-training.
