Position Overview: The Senior Economic Analyst is responsible for delivering comprehensive economic evaluations to support a variety of skills and employment initiatives and policies managed by the Greater London Authority (GLA), particularly focusing on the Adult Education Budget (AEB) transitioning to the Adult Skills Fund (ASF).
Key Responsibilities:
Deliver high-caliber economic insights, assessments, and recommendations to guide the GLA's skills and employment strategy and policy formulation, emphasizing the ongoing responsibilities related to skills provision and funding under the AEB/ASF.
Lead research endeavors and projects commissioned by the GLA, often collaborating with various organizations and sectors.
Examine extensive administrative datasets, including the Individualised Learning Record (ILR) and Longitudinal Education Outcomes (LEO) datasets.
Assist the GLA in identifying data and information requirements to reshape post-16 skills provision in London, supporting the broader Skills and Employment Unit's objectives.
Contribute to the development of a more 'open data' framework regarding skills, qualifications, progression, and earnings, enhancing choices for learners and employers while ensuring data privacy is respected.
Maintain the GLA's reputation as a credible and respected source of reliable data, information, and analysis concerning London's skills supply and labor market trends, facilitating the dissemination of insights to policymakers and stakeholders.
Principal Accountabilities:
Provide thorough analysis, evaluation, and appraisal to support the team's advisory role on education and skills policies and funding, focusing on the ongoing development of priorities for the AEB/ASF in London.
Oversee the provision of data and commentary necessary to support the approach to post-16 skills reforms and future adult skills funding commissioning by the GLA.
Facilitate the external publication of AEB/ASF program data, ensuring it is presented in an informative, transparent, and statistically sound manner.
Present data and insights to senior management and stakeholders through written reports, presentations, and by organizing seminars and conferences.
Manage and conduct objective analysis and meta-analysis of evidence from evaluations and performance-related data, including cost-benefit analysis and return on investment assessments.
Assist colleagues in reviewing and analyzing economic data to identify key issues and trends relevant to education and skills policy development.
Stay informed about London's skills and labor market dynamics and the regional, national, and international factors influencing it, ensuring the GLA is recognized as a leading source of data and analysis.
Manage allocated staff and resources in accordance with the Authority's policies and ethical standards.
Promote equality of opportunity and address the diverse needs and aspirations of London's communities.
Embrace a flexible work approach while fulfilling job responsibilities and participating in cross-departmental and cross-organizational projects.
Qualifications and Experience:
A degree or professional qualification in economics or a related field, preferably at the postgraduate level, or equivalent professional experience.
A proven track record in conducting research and complex analysis to inform policy and strategy development, with experience in working with datasets like the Individualised Learner Record being advantageous.
Strong computer skills, including proficiency in project management, spreadsheet, database, and presentation software, as well as specialized statistical software (e.g., Python, R, SQL, Stata) for analysis.
Demonstrated ability to communicate complex issues clearly to diverse audiences, including effective use of data visualization techniques.
Broad understanding of labor markets and education policy in London, or the capacity to develop expertise in relevant policy areas.
Experience in leading multi-disciplinary, multi-agency projects.
