Role Description

The Financial Accounting and Reporting team at DESNZ is in search of a distinguished finance professional to fill the role of Senior Executive Officer (SEO) Financial Accountant. This position is vital within the finance division, necessitating teamwork to produce the Departmental Core accounts and deliver accounting expertise to support the Department.

This role offers a remarkable opportunity to influence the creation of the Departmental accounts and establish robust relationships with stakeholders. The Financial Accounting and Reporting team operates within the Efficiency, Corporate & Reporting function of the Finance Directorate, assisting the Core Department and its Partner Organizations with all financial accounting and reporting matters, including the preparation of the Department's Annual Report & Accounts.

The Financial Accountant will aid the team in managing the Core Department's ledgers, preparing the accounts, and contributing to the Annual Report & Accounts and the audit conducted by the National Audit Office (NAO).

Key Responsibilities:

  • Oversee and maintain elements of the Core Department’s general ledger and financial statements.
  • Collaborate effectively with the broader finance team and Finance Business Partners.
  • Ensure that all technical aspects of the Core Department accounts production align with HM Treasury guidance and the Financial Reporting Manual (FReM).
  • Provide expert accounting advice in accordance with International Financial Reporting Standards (IFRS) and guidance on new and existing Departmental activities.
  • Work closely with HM Treasury colleagues on technical matters and cross-government accounting issues as needed.
  • Engage with external auditors, the National Audit Office (NAO), to facilitate an efficient audit process.

Skills and Experience:

All roles within the Financial Accounting and Reporting team represent the overall team. The ideal candidate will be capable of delivering results promptly while collaborating with various colleagues and stakeholders, recognizing the importance of maintaining the integrity of the organization’s ledgers.

The successful candidate will possess experience in applying accounting standards (as interpreted by FReM) to ensure the Department's financial records are accurate and that the annual accounts are submitted within designated timelines.

The candidate should be a motivated, collaborative team member with a keen eye for detail, adept at working under tight deadlines, and possess the communication skills necessary to foster strong working relationships across the DESNZ family.

Essential Skills:

  • Experience with International Financial Reporting Standards (IFRS).
  • Familiarity with finance systems and associated reporting tools.
  • High proficiency in MS Excel.
  • Experience in transactional accounting, including general, purchase, and sales ledgers.
  • Ability to utilize MS Excel for data analysis to identify and resolve discrepancies.

Technical Skills (to be assessed during the interview):

  • Proficiency in creating double-entry journals accurately.

Desirable Skills:

  • Experience in preparing or auditing financial statements or assisting in the process.
  • Understanding of the Oracle system, including its operating environment, such as EPM and CDM.
