Are you a skilled Monitoring and Evaluation Consultant seeking a new role within the Commercial Property industry? Our client is a focused consultancy comprised of surveyors and engineers who specialize in advising commercial property owners and tenants across the UK. They conduct thorough assessments, prepare feasibility studies, manage projects, and fulfill Principal Designer responsibilities. Additional services include lease consultation, condition assessments, maintenance contract evaluations, service charge reviews, due diligence surveys, and energy assessments.

Candidate Profile:

  • Degree or HNC qualification in Mechanical, Electrical, or a related technical field
  • Prior experience in surveying commercial properties
  • Familiarity with CDM regulations
  • Health and Safety training or experience
  • Robust technical delivery background
  • Proven ability to manage complex projects effectively
  • Exceptional specification writing capabilities
  • Solid understanding of JCT Contracts
  • Demonstrated success in managing projects from inception to completion
  • Experience collaborating with diverse stakeholders
  • Client-facing experience, ensuring high standards of technical delivery
  • Aptitude for building long-term professional relationships
  • Previous consultancy experience
  • Ability to prioritize workloads and meet deadlines while working in teams
  • A collaborative team player who is flexible, enthusiastic, and ambitious

Typical Responsibilities:

For Tenants:

  • Conduct dilapidation surveys primarily for office clients in urban areas, visually inspecting all M&E services and estimating costs for reinstatement.
  • Perform M&E condition surveys to support service charge disputes, providing expert advice on systems such as boilers, chillers, and electrical installations.
  • Manage the re-tendering process for office M&E contracts, including maintenance specification writing and asset list creation.
  • Evaluate the value for money of M&E maintenance contracts, focusing on cost and quality.
  • Assess costs within landlord lifecycle plans on behalf of tenants, questioning the necessity of works by lease end dates.
  • Review tenant lease obligations in relation to M&E service charge expenses.

For Landlords:

  • Conduct quarterly audits of maintenance contracts, reviewing statutory documents, costs, and providing technical advice.
  • Manage small-scale projects (up to £0.5M) including design, specification, and project management for various installations.
  • Provide cost assessments for compliance with energy performance regulations, including report writing and site surveys.
  • Complete electrical apportionment calculations and report writing for large commercial properties.

For Contractors:

  • Conduct lifecycle asset surveys for various property types, including schools and healthcare facilities.
  • Design and specify small projects for swimming pools and healthcare premises.
