Role Overview:


Support the execution of the Council's legal responsibilities concerning listed structures, conservation zones, and other historical assets.


Offer expert guidance to Development Management colleagues regarding applications (including preliminary inquiries) that may affect heritage assets. This includes managing and adjudicating your own portfolio of applications for listed building consent and related appeals.


Conduct conservation-related research and compile reports on issues pertaining to the preservation of the Borough's historical environment.


Key Responsibilities:

  • Oversee a portfolio of listed building consent applications (and preliminary inquiries), managing tasks such as validation, site assessments, negotiations, consultations, and report drafting.
  • Present applications to the Planning Committee and provide heritage insights during committee meetings or panels.
  • Represent the Borough Council in heritage-related appeals, including written submissions, hearings, or inquiries; occasionally serve as an expert heritage witness if required.
  • Act as a specialist advisor on planning applications affecting heritage assets, including listed buildings, to colleagues.
  • Provide guidance to architects, agents, and others on matters related to conservation zones, listed buildings, and the overall planning process.
  • Approach all tasks with a solution-oriented mindset, collaborating proactively with applicants and colleagues to resolve heritage-related challenges.

Contribute to local historic conservation initiatives, such as conservation area assessments, and assist in the development of Supplementary Planning Documents.


Candidate Profile:

  • Degree in Building Conservation, Urban Planning, or a closely related field.
  • Knowledge of architectural history and traditional building materials, along with practical methods of construction, restoration, and repair concerning historic buildings.
  • Strong understanding of building conservation practices and the application of listed building legislation, policies, and guidelines.
  • Awareness of current challenges in planning and heritage management.
  • Experience in planning services, either in local government or private practice, is advantageous.
  • Proficient IT skills, including familiarity with Microsoft Office.
  • A proactive individual capable of working within targets established by departmental performance metrics.
