Job Overview

The Quality Assurance Specialist is tasked with facilitating Client Projects typically functioning within Matrix Multi Discipline Teams (MDTs) by delivering quality management and oversight services.

The primary objective is to provide proof of adherence to the quality standards set forth by the Client and the supply chain within their respective Client Programmes and Projects.

The secondary objective is to assist Client Programmes in maintaining compliance with the overarching quality protocols, while also ensuring that tailored project-specific quality measures are established as necessary. This includes the implementation of quality for all activities within the programme's scope, such as Manufacturing Inspection and Test (MIT) Plans, Lifetime Quality Records, Non-Conformance Report (NCR) Management, Root Cause Analysis, and Audits. This role may involve work at Client Sites or at subcontractor facilities both domestically and internationally.

Contextual Information:

  • As an integral member of the Programme/Project, the Quality Assurance Specialist will support the application of specific quality activities within projects/contracts as directed by their client line manager to ensure both consistency and compliance.
  • Quality arrangements must be clearly defined and implemented to ensure the safe, efficient, and accurate delivery of project activities undertaken by the MDT from inception to operational handover, including the management of Lifetime Quality Records (LTQR).
  • Maintain Project Quality Plans and MIT Plans consistently.
  • Conduct surveillance and inspection activities at Client Sites and subcontractor facilities.
  • Capture and analyze quality metrics to provide clear input for management reports regarding quality delivery within the MDT.
  • Manage the non-conformance process, identifying Project-wide Preventative Actions and facilitating the timely closure of non-conformance reports, ensuring that project-wide learning is maximized.
  • Conduct work stream and cross-project audits as necessary.

Key Responsibilities:

The Quality Assurance Specialist is accountable to the Client for the following:

  • Execution of daily quality management tasks as requested by the Client, in alignment with the general guidance provided by the Client's Quality Director as outlined in personal objectives or Task Orders.
  • Review quality documentation to enable oversight and assurance that quality is delivered by the supply chain and the MDT efficiently and in accordance with specified requirements.
  • Participate in the development and review of the Programme Quality Delivery Arrangements Plan and specific MIT plans.
  • Oversee the review and acceptance of Quality Plans/Inspection & Test Plans submitted by the supply chain.
  • Assist the Client in establishing effective manufacturing/site surveillance programmes that address identified risks.
  • Conduct surveillance activities in accordance with specific MIT Plans.
  • Ensure appropriate controls are in place regarding the provision of Quality Records or 'End of Reports' from subcontractors.
  • Support the effective resolution of non-conformances (including Root Cause Analysis) by subject matter experts and the application of project-wide preventative actions.
  • Assist Quality Auditors (both Client and Sub-contractor based) in promptly addressing audit findings within the supply chain and the MDT.
  • Ensure active participation in Programme and Project risk and opportunity reviews, including lessons learned sessions with the Client.
  • Engage in investigations related to quality issues.
  • Provide regular quality reports on:
    • the delivery of quality (Product & Process) by the supply chain and the MDT;
    • the status of non-conformances, including root cause/repeat events;
    • the capability/readiness and performance of the supply chain;
    • quality records, including Right First Time (RFT) metrics and backlog.

Qualifications:

To excel in this role, candidates should demonstrate a broad range of the following skills and qualifications:

  • Experience in a large project environment, preferably within the nuclear or heavily regulated sectors, with a strong focus on product/project quality roles and specific engineering discipline knowledge.
  • Comprehensive understanding of quality control principles and process management in projects.
  • Experience ensuring compliance with National and International standards such as ISO 9001, ISO 19443, ISO 3834, EN 10204, or GS-R-3.
  • Familiarity with License Conditions LC6, LC17, or ONR TAG 077.
  • Proficient in the application of quality tools and techniques (e.g., Histograms, Statistical Process Control, Cause & Effect).
  • Experience in planning and conducting Internal and/or Supplier Audits.
  • Able to perform inspections to appropriate standards, such as pressurized systems.
  • Experience in reviewing Quality Records (e.g., Material Certification, CFSI).
  • Ability to analyze quality data at various levels across the organization.
  • Capability to influence and provide constructive feedback to others.
  • Ability to build effective relationships with both internal and external stakeholders.
  • Ability to plan and work independently across a wide range of issues to drive performance against all dimensions of the quality systems.
  • Fluency in English, with additional proficiency in French being advantageous.

Educational Background:

  • Apprenticeship in an Engineering discipline.
  • Minimum qualification of ONC/HNC level, preferably in engineering.
  • Practitioner Grade Member of the Chartered Quality Institute (CQI) or equivalent engineering institute.
  • Formally recognized qualification in Quality, e.g., IRCA Audit.
  • IRCA Registered Auditor (Role Specific).
  • CSWIP 3.1 Welding Inspector (Role Specific).
  • Internationally recognized NDT Qualifications in Radiography, Dye Penetrant, Magnetic Particle, or Ultrasonics (Role Specific).

Additional Information:

The Quality Assurance Specialist will report directly to the Quality Function management structure within the Client Project Team, fulfilling a crucial role in ensuring compliance and maintenance of quality arrangements across all aspects of project execution. This position aligns with various roles within the Client's framework, including Quality Engineer, Surveillance Engineer, Bulk Inspector, SQEPed Record Support Officer, and Auditor.

This role may require travel to various supplier sites.
