Job Summary:
We are seeking an experienced Commissioning and Performance Manager to join our Environmental Services team at the London Borough of Lambeth. As a key member of our team, you will be responsible for leading and managing a diverse team of commissioning specialists in developing, establishing, and maintaining strategies for the delivery and continuous improvement of services in line with good practice, Council policies, and budgetary constraints.
Key Responsibilities:
- Develop and implement commissioning strategies to achieve best value requirements and changes in legislation and other relevant factors.
- Lead on the development, management, and continuous review of relevant policies, strategies, and implementation plans, including the Council's overarching Waste Management Strategy and Reduction and Recycling Plans.
- Provide project management, policy advice, procurement, data management, and communication and outreach services to support the delivery of environmental services.
- Collaborate with stakeholders to identify and address strategic challenges facing local government and key national issues and programmes relevant to client group, environmental services, and waste management.
- Manage budgets effectively and develop service arrangements to reflect best value requirements and changes in legislation and other relevant factors.
Requirements:
- Detailed knowledge of the strategic challenges facing local government.
- Knowledge of key national issues and programmes relevant to client group, environmental services, and waste management.
- Experience of commissioning and procuring complex projects or services in a public sector setting.
- Experience of developing policies and procedures relating to environmental services and waste management.
- Experience of using management information, needs assessment for commissioning performance management, and monitoring and review reporting.
- Experience of financial management, including managing budgets effectively.
- Experience of service development, options appraisal, and system change using demonstrable programme management skills.
