Civil Estimator – Infrastructure Projects

Location: Potters Bar, Hertfordshire.

The Civil Estimator plays a crucial role in delivering precise pricing for high voltage and extra high voltage civil and cable installations, typically within public thoroughfares, based on client specifications and requirements.

This position demands the creation of accurate estimates utilizing primarily first principle methodologies for multi-disciplinary projects, encompassing labor, equipment, materials, and subcontractor needs during the tendering and bidding phases.


Essential Skills and Experience:

  • A degree or HNC in estimating or a related field, or a minimum of 5 years' experience in a comparable role.
  • Proficient in MS Word, Excel, Project, PowerPoint, and Office Outlook.
  • Prior experience within the Utilities Sector.
  • Strong understanding of civil engineering, particularly in utility contracting.
Key Responsibilities:

  • Analyze tender documents, interpret requirements, and collaborate with team members to formulate the bidding strategy.
  • Identify and mitigate potential risks.
  • Coordinate with the street works department to gather necessary route details and local authority restrictions.
  • Work with procurement to secure pricing for aggregates, asphalt, concrete, plastic products, and subcontractor services.
  • Develop customized Excel cost models based on first principles for estimating, budgeting, and forecasting purposes, ensuring they reflect current rates for labor, subcontracting, equipment, and materials.
  • Collaborate with Project and Delivery Managers to establish outputs, schedules, resources, and pricing strategies, including site surveys as necessary.
  • Prepare tender submissions, including the preparation, negotiation, and analysis of costs, as well as subcontract tender inquiries and evaluations.
  • Conduct final bid reviews and obtain sign-off from Divisional Directors or Senior Managers before submission.
  • Engage in all pre and post-tender commercial activities, including participation in post-tender reviews and BAFO meetings.
  • Facilitate the handover of successful tenders to the delivery team and quantity surveyors during the Project Pre-Start meeting, providing a detailed breakdown of rates and pricing.
