Position Overview

The individual in this role will assist the Compliance Supervisor in overseeing all aspects related to the quality assurance of the Estates Department. This includes ensuring that effective monitoring systems are established to demonstrate adherence to Health Technical Memoranda (HTMs), Health Building Notes (HBNs), the Health and Safety at Work Act, and tracking all necessary remedial actions.

The role requires providing expert guidance on a variety of estates and technical matters, leveraging specialized knowledge in compliance, and developing data collection methods to deliver insightful reports to senior management.

The individual will be responsible for gathering and maintaining the asset inventory for all facilities, collaborating with the Computer-Aided Facilities Management (CAFM) manager to create the Preventative Maintenance Schedule. Additionally, they will draft Risk Assessments and Method Statements (RAMS) for estates-related activities and evaluate RAMS for new and capital projects.

The position entails drafting and reviewing policies and procedures related to Estates, ensuring they remain compliant and current in collaboration with the Health & Safety Manager and Compliance Supervisor.

Key Responsibilities

- Provide professional insights and recommendations on a broad spectrum of estates-related issues, including significant capital initiatives.

- Collaborate with the Health & Safety Manager to formulate policies and operational procedures that effectively manage statutory compliance.

- Conduct thorough audits and reviews of estates evidence and management systems to ensure compliance with applicable standards, including BSEN, CQC, HTM, and HBN.

- Develop a comprehensive repository of Risk Assessments and Method Statements (RAMS) for all estates-related activities.

- Review RAMS for new and capital projects within five days of submission.

- Work alongside the Trust Emergency Planning Officer to establish a robust Business Continuity Plan.

- Assist with statutory submissions pertinent to the estates directorate, including the Estates Returns Information Collection (ERIC) and the Premises Assurance Model (PAM), while tracking all remedial actions.

Job Duties

- Manage compliance assurance and act as a deputy for the compliance supervisor as needed.

- Identify training requirements and develop programs to address those needs.

- Foster strong, collaborative relationships with colleagues across Whittington Health to understand the compliance status of all community sites.

- Communicate regularly with a diverse range of colleagues and external agencies, delivering complex information through presentations, reports, and meetings.

- Contribute effectively as a member of the Trust's Estates and Facilities team, demonstrating commitment to the Trust's strategic goals and vision.

- Evaluate development proposals for new facilities, providing guidance on compliance matters.

- Monitor and report on the effectiveness of the estates team's compliance with HTMs, HBNs, and the Health and Safety Act, following the compliance audit schedule.

- Maintain a comprehensive understanding of and report on the requirements of COSHH, Asbestos regulations, Legionella control in healthcare settings, medical gases, RIDDOR, LOLER, CDM regulations, the Electricity at Work Act, and all relevant health and safety regulations.

- Provide estates-related advice on future services and major capital projects.

- Compile and maintain reports to highlight compliance status and adherence to HBNs for executive leadership.

- Prepare monthly monitoring reports for presentation in performance meetings.

- Analyze incident patterns, conduct initial analyses, identify risks, and report findings in various forums.

Qualifications and Skills

Essential

  • Degree in an engineering discipline (electrical, mechanical, building services, etc.) or equivalent professional knowledge and management expertise.
  • Proven ability to produce accurate, high-quality management performance reports and complex documents with meticulous attention to detail.
  • Excellent organizational skills with the ability to prioritize workloads effectively.
  • Capacity to work flexibly under pressure and meet tight deadlines.
  • Strong communication skills, capable of conveying complex or sensitive information with tact and diplomacy.
  • Proficient in analyzing performance of Hard FM (estates) services in relation to performance targets and strategic objectives.
  • Ability to provide professional advice in areas of differing expert opinions.
  • Advanced proficiency in IT systems, including Microsoft Word, Excel, Access, and Project.
