We are currently seeking a Water Resource Compliance Advisor to become a vital member of our Water Resource Planning team.
This position is situated within the Environment, Planning & Assurance Directorate (EPA) and is instrumental in providing a consistently high standard of water supply while fostering sustainable and inclusive economic development.
The Water Resource Planning Team operates across Scotland, tasked with outlining strategies to balance available water resources with demand, ensuring a robust and resilient water supply for both the public and the economy, while adapting to the challenges posed by climate change and safeguarding the environment.
The team serves as a center of technical expertise for issues related to water resource planning, water abstraction licensing, and compliance, as well as fulfilling regulatory environmental objectives.
Your Responsibilities
As a Water Resource Compliance Advisor, you will take a leading role in overseeing Scottish Water's activities concerning abstractions and impoundments, offering professional guidance on water environmental compliance.
In collaboration with a small team, your duties will encompass:
- Measuring and monitoring compensation flows.
- Maintaining fish passes and managing raw water cross-catchment transfers.
- Reporting on abstraction and compensation regulatory compliance to relevant stakeholders.
You will be accountable for the ongoing enhancement of our water license compliance status, processes, and data reporting. This includes managing extensive databases to demonstrate compliance, prioritize compliance improvements, and advocate for investments aimed at achieving environmental objectives. The role may involve occasional site visits.
Data analysis and problem-solving skills will be essential when addressing non-compliance issues. Your activities will include leading the preparation of CAR license applications to SEPA, whether for new submissions or modifications to existing conditions, such as increased abstraction volumes due to growth. You will also identify areas where studies may be necessary and propose solutions to enhance the water environment, protect water bodies, remove barriers to fish migration, and improve habitats for endangered species.
This role will require regular meetings with stakeholders to discuss operational practices, resolve non-compliance issues, develop improvement plans, and address data or equipment concerns.
You will be expected to provide independent advice on water license management matters while also engaging in collaborative efforts, necessitating strong interpersonal skills. You will have the authority to make decisions and take ownership of the processes required to ensure compliance with licensed activities and facilitate license applications and amendments to support our planned environmental initiatives.
Promoting investment for site-level interventions related to license compliance will be critical. Effective stakeholder management and collaboration with various departments will be essential to prepare robust and credible evidence. Engaging with both internal and external stakeholders and transparently presenting how Scottish Water manages its licensed activities will be integral to your role.
